PURPOSE: APPROVE SPECIAL EVENT / SPECIAL OLYMPICS
WISCONSIN/UTILIZE MENOMINEE PARK,MILLERS SAY&
CITY STREETS FOR THE POLAR PLUNGE&FREEZIN' FOR A
REASON 5K/FEBRUARY 14 & 15, 2020
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to Special Olympics Wisconsin(Sarah Graper) to utilize
Menominee Park & Millers Say on Friday, February 14, 2020 from 11:00 a.m. to 9:00 p.m.
and Saturday, February 15, 2020 from 9:00 a.m. to 4:00 p.m. for the Polar Plunge; and city
streets (5K route: Menominee Park, Hazel Street & Menominee Drive) on Saturday,
February 15, 2020 from 10:00 a.m. to 11:00 a.m. for the Freezin' for a Reason 5K benefiting
Special Olympics; in accordance with the municipal code and the attached application,
with the following exceptions/conditions:

BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer
shall pay the City's actual costs for extraordinary services.
Cost Estimates for Extraordinary Services
(The estimated fees are based on 2019 Extraordinary Services Fee Schedule. Actual fees
will be charged according to Common Council approved 2020 Extraordinary Services
Fees Schedule)

Staffing $426.62 (preliminary estimate includes 3 Supervisor Sgt. hrs. and 10 CSO hrs.)
Equipment/Vehicles $24.08 (preliminary estimate includes dedicated use of vehicles for
setup and cleanup of no parking signs & cones)

Brief Description/Purpose of Event:
Individuals jump into the water at Millees Bay in Menominee Park in order to raise money for
Special Olympics Wisconsin. This is an annual event that has been taking place in
Oshkosh for the past 19 years.
