HomeMy WebLinkAbout34. 20-31 JANUARY 14, 2020 20-31 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE CITY MANAGER 2019 PERFORMANCE EVALUATION & 2020 COMPENSATION INITIATED BY: CITY COUNCIL WHEREAS, the Common Council previously approved an Employment Agreement for the City Manager which provided that the Council together with the City Manager would conduct a Performance Evaluation Process for yearly evaluations of the City Manager; and WHEREAS, the Council approved a Handbook for Evaluating the City Manager; and WHEREAS, the Council has completed its evaluation of the City Manager in accordance with the Contract and Handbook and met with the City Manager to review his performance for 2019. NOW, THEREFORE, BE IT RESOLVED that based upon the Council's review and consideration of compensation provided in the marketplace for this position, the City Manager's deferred compensation retention incentive award is hereby authorized and the annual salary for this position shall be updated in the City Manager's Employment Agreement to reflect an annual salary of $159,500, effective for the pay period encompassing January 1, 2020. City Manager Council Feedback For the Year 2019 The City Manager continues to work hard for the city and its citizens; he continues to remain focused on both details and the strategic plan for the city. 2019 was a challenging year for the City Manager and staff. The change to monthly billing with the water bills,the loss of the Finance Director just as the billings were going out and the confusion by many citizens was slowly resolved,and at the stage we were at with the Budget. The hiring of Russ Van Gompel as Finance Director made it a smooth transition for the citizens and the Council. The Council understands 2019 saw significant challenges with the budget and levy restraints imposed on the city from the state budget, yet with diligent work by Mr. Rohloff, Finance Director Van Gompel and staff,the City was able to approve a balanced budget, add 4 officer's to the Fire department, a Management Analyst for the Fire Department. We also were able to hire an IT help desk position, plus two more Maintenance Workers in the parks department. The city continues to work on improving its streets and storm sewer concerns plus we have added several significant T1F's this past year to help further Economic Development in the city. The Council understands there will be many challenges ahead, but we are confident in the City Manager's ability to continue to deal with these issues,working with staff to make some minor adjustments in the strategic plan and the cities web site.The Council has confidence in Mr. Rohloff to continue to move the City of Oshkosh forward and will continue to make Oshkosh competitive in Northeast Wisconsin and continue to make Oshkosh a great place to live, work and play. The Oshkosh Common Council has approved a 3.57% pay raise retroactive to the first of the year for 2020 bringing his salary to $159,500. There will be no changes in the City Managers benefit package.
