Initiated by: Shirley Brabender Mattox, Landmarks Chair This property is not a landmark or contributing structure but if it is eligible for inclusion on the National/State Registers the Commission has the ability to review work proposed. 2.) Is the item related to an Historic District/contributing, listed individually,Landmarked or eligible? This property was listed in the 1980 Intensive Historic Resource Survey as eligible for the National Register. It is the Augustus Stille Residence and represents a time, period,or method of construction. Staff and the property manager met after the February Landmarks meeting and had started to work on completing the Wisconsin Historical Society Nomination Questionnaire. This is a first step towards having the property listed on the National or State Registers of Historic Places. Further enforcement action continued since the March Landmarks meeting and the property owner decided to reside the property in vinyl. Shirley Brabender Mattox and Steve Cummings recently went past the site and saw the residing work in progress. 2a.) Does item conform with all Local, State, or other Ordinances, Statutes? Any work would have to comply with building codes and/or base zoning and design standards. The vinyl siding complies with design standards and would have to meet building codes but would not meet the Secretary of the Interior's standards. 2b.) Has the State Historical Society been notified or involved? Daina Penkiunas from the WHS did visit the site with Shirley Brabender Mattox on December 181h,2018. 2c.)Are other organizations or entities involved? Not currently 3.) Are Historic Tax Credits applicable for this item? No. 4.) Does this pertain to municipally-owned structures? Property is privately owned and managed. 5.) What is the Commission priority #for this item? Ongoing projects and property owners that approach the Commission for input are a top priority of the Commission, along with other ongoing tasks. If you are unable to attend this meeting,it is important to notify Steven Wiley (920-236-5062)in case a quorum cannot be attained. OSHI<_OSH LANDMARKS COMMISSION 5a.) Does the Commission have enough information for action(s)? The Commission does not have to take action. The property owner and manager had met with Landmarks and explained potential routes to consider for moving forward. The property manager was planning to obtain more estimates from contactors to compare. The owner decided to reside the property in vinyl. Discussion Considerations 1.) More research or follow up on Item? Staff met with the property manager and discussed the WHS Questionnaire with her. She had worked on filling out this form and staff further assisted her. She had the information from the 1980 Intensive Resource Survey. She was planning to take current photographs and prepare the materials for submission to the WHS. Staff also provided her with the application for the rental rehabilitation program the City offers. The immediate next steps were to submit the questionnaire and if applicable,apply to have the property listed on the National/State Registers. If the property owner and manager would have liked to pursue city rehab funding,they would have also applied for the city loan at the same time. All approvals had to occur before beginning work. 2.) Evidence of"original"? Restore to what time period? Potentially-Staff checked with the Museum and the Museum did not have any interior photographs. Staff did not check with the Library when the Commission originally looked at this item. 3.) Replacement Materials: accepted by State Historical society? The Commission discussed WI Act 317 and the provision in the new legislation that allows restoration work to use materials similar in appearance to the original materials. 4.) Consideration of'undo hardship on owners?' Funding sources? Potential for city rehab programs if the owner/tenant(s) qualify. 5.) Take actions? No additional actions to be taken on this item. 6.) Follow up? No since the property will not be listed on the State or National Registers.
