Buchholz Elizabeth Hintz Staff Liaison-Steven Wiley 2019 COMMISSION GOALS Historic Preservation Plan - Create a historic preservation plan to guide the efforts of the Commission long term over several years. Web Site /Facebook—Update and redevelop the Landmarks Commission website presence from "top to bottom" updating information and adding new educational and tourist element. Designate Historic Districts -Investigate a possible residential district on Bay Shore Drive and in the Millers Bay Neighborhood. Review Historic Preservation Ordinance—Review and update the Historic Preservation Ordinance in the Oshkosh Zoning Ordinances. Include Historic Preservation in all City Planning Efforts-Raising awareness of the importance of historic preservation in all City departments and planning processes. Education and Outreach Programming-Develop materials to promote commission programs for distribution to the public and area businesses as well as presentation by commission members to present to local community organizations and other outreach venues. Continue to Promote the Historic Plaque and Marker Programs—Reach out to commercial and residential historic property owners and area organizations for financing of community historic markers and individual building plaques. Marketing Efforts—Continue to work with other historic-focused groups &community agencies for joint marketing efforts regarding historic tax credits, historical tours, brochures, historical education and the possibility of hosting a future state historical commission conference. Local Landmarking—Identify properties that are eligible to locally landmark and contact owners. Research and Award the Acanthus Award—Take nominations, perform historic research and present historic preservation awards for historic preservation efforts. The process is ongoing and the Commission has examined other plans from several communities. Staff mapped out Oshkosh's existing historic districts, individually-listed State and National Register properties, and local landmarks. A subcommittee of Landmarks Commissioners met several times in 2019 to create material for the plan. On September 20th, 2019 the subcommittee held a visioning session and brainstormed assets and opportunities for preservation in Oshkosh. The Commission will work to create goals, objectives, and action items for the plan and host public meetings to obtain input from the public. After this, staff and the subcommittee will work to refine the plan and then run the plan through the approval process. The Historic Preservation Plan is a formal plan that would be recognized by the Plan Commission and Common Council and coordinate with other City plans. Once the plan is complete it will serve as guidance and form the basis of preservation efforts in Oshkosh. SOCIAL MEDIA The Landmarks Commission maintains a Facebook page as a means of reaching the community regarding preservation-related initiatives. A few Commission members have volunteered to assist in posting material on the Facebook page. Materials posted on the page include weekly postings on significant architecture in Oshkosh, links to State and National resources such as Technical Preservation Briefs, and updates on major preservation activities and events. A number of Commissioners have expressed their interest in diversifying the Commission's social media to include platforms other than just Facebook. Over the next year the Commission will explore further the ability to create pages or feeds on other social media platforms. The Commission believes that this will broaden their reach with audiences of all age groups. Social media is a powerful tool by which Landmarks can update the public on events such as workshops, featured speakers, educational efforts, etc. Efforts are ongoing to update the Facebook page and determine programming for social media. The Commission and staff assisted the owner in applying for tax credits for reroofing. PROVIDE ASSISTANCE TO PROPERTY OWNERS SEEKING TAX CREDITS The Landmarks Commission and staff have assisted several property owners interested in seeking historic tax credits. The Frontenac Building is an example of a well-preserved William Waters building from the 1890s. The building is individually listed on the National and State Registers of Historic Places. Commission Chair Shirley Brabender Mattox became aware of the owner's intent to reroof the building. Staff assisted the property owner in submitting a Part II application and the required photographs for ax credits for this project. The application was approved and the owner was informed that the project could move forward according to the National Park Service and State conditions. Staff has assisted other historic property owners to make them aware of and get them approved for tax credits. The residential property at 651 Jackson is another property where staff worked with the owner and assisted her during the application process. The Commission worked on a number of projects including: • Wisconsin Association of Historic Preservation Commissions (WAHPC)-Landmarks has actively worked with WAHPC and assisted with hosting the 2019 WAHPC Conference n Oshkosh on April 12th. • Winnebago County Historical and Archeological Society(WCHAS) -Landmarks has collaborated with the WCHAS on a number of initiatives, including potential signage on the Lakeshore site. • UW-Oshkosh- Steve Cummings and Shirley Brabender Mattox of Landmarks worked with Dennis Zack, and professors Pascale Manning, Stephanie de Montigny, and Heidi Nicholls of UW-Oshkosh on the drafts for additional signage near the Chief Oshkosh statue. • State Historic Preservation Office(SHPO) - Staff has worked with the SHPO multiple times on ensuring compliance for projects proposed on municipally owned properties such as the Grand Opera House. Renowned preservation contractor Terry Laib approached staff about his project to restore the front porch at the William Waters-designed residence back to the original form. He presented current images and drawings of the porch as it would have appeared in the 1870s when the house was constructed. Mr. Laib stated that he had filed all the necessary paperwork to apply for tax credits. Mr. Laib has extensive experience undertaking historic preservation projects on significant properties. The work performed at 907 Washington would follow the Secretary of the Interior's standards and that the house was a pivotal structure in the Washington Avenue Historic District. This project afforded the Commission the chance to learn and engage in dialogue about a major restoration project. The Commission has collaborated with UW-Oshkosh and the Menominee Nation on the creation of additional signage for the Chief Oshkosh statue. PUBLIC OUTREACH The Landmarks Commission goal to reach out to the community resulted in the following projects: City Manager's State of the City Address—provided information on the Commission's work to preserve Oshkosh's historic resources and inform residents about historic tax credits. Historic Preservation Plan and Historic Preservation Ordinance—Efforts are ongoing for the Commission to create and curate public input components as part of these projects. The public input provides an opportunity for residents to voice their concerns and for the Commission to educate residents on the importance of a Preservation Plan and Ordinance. Website Update—improved access to information about Landmarks Commission activities, historic preservation, and links to local and statewide resources. Chief Oshkosh Signa -The Commission has continued its partnership with UW-Oshkosh and the Menominee Nation on the creation of additional historic signage for the Chief Oshkosh statue. On June 17th, Steve Cummings, Shirley Brabender Mattox, Dennis Zack of UWO, and Steven Wiley went up to Keshena and met with Chairman Douglas Cox and Tribal Historian David Grignon of the Menominee Nation. A major goal of the Chief Oshkosh project was to seek the input and support of the Menominee Nation for the project. To recognize these properties in the present and their place in our collective past, the Oshkosh Landmarks Commission has continued the Historic Plaque Program to share the history of these buildings and our community. The commission continued to promote the Historic Plaque Program to homeowners and businesses. The Commission conducted research and reviewed applications for plaques based on designated criteria and staff facilitated purchase of approved plaques for designated buildings. A number of property owners have applied for and received plaques during the 2019 reporting period. These include Rebecca Brown and Paul Williams, owners of the William Doe House at 456 Mount Vernon and Dylan Chmura-Moore and Sharon Tenhundfeld, owners of the property at 415 Linde Street. The plaques are bronze ovals 10"x7" or 14"x10" in size. Staff ensured compliance with the state documentation requirements. REVIEWED WORK PROPOSED TO HISTORIC STRUCTURES The commission reviewed and provided input to property owners, the State Historical Society, Plan Commission and Common Council for work proposed to historic buildings including: • Roof Replacement for Frontenac Apartment Building at 132, 136, 140 High Avenue -tax credit project • Garage demolition at Stephen Hunt II property(1165 Algoma Boulevard) • Grand Opera House-Reviewed potential new signage including a marquee and EMC signage for the Grand Opera House. • Residential Properties in Historic Districts -Reviewed/assisted for work proposed to residential properties at 907 Washington Ave, 1025 Merritt, and 651 Jackson(tax credit projects) Oshkosh Landmarks Commission: 2019 Annual Report Website-https://www.ci.oshkosh.wi.us/LandmarksCommission/ Facebook Page-https://www.facebook.com/oshkoshlandmarks/ ACANTHUS AWARDS Since 1981, the City of Oshkosh has honored members of the community that have made contributions to local historic preservation through awarding of the Acanthus Awards. The Acanthus Awards are generally given in five categories, although awards may not necessarily be given in each category every year. Awardees include property owners and individuals involved in activities that have enhanced our historic and cultural resources. The Landmarks Commission presented the following Acanthus Awards: Preservation Activities-this category is awarded to individuals or organizations that advance the cause of Historic Preservation. Subjects include documentation of Oshkosh history,historic districts or areas, crafts and artifacts, and or technology.
