RE: Professional Services Agreement ($26,900), Museum Foundation Repair
BACKGROUND
The foundation of the Sawyer home has experienced water infiltration for some time, with the
condition steadily worsening. Points of water entry result in significant water in the basement areas.
This building does not have drain tile or a sump pump system, and to our knowledge the limestone
block foundation has not been repaired or improved since the home was constructed for the Sawyers in
1908.
ANALYSIS
Facility Engineering (Madison) was hired in 2018 to assess the situation and condition of the
foundation, and to provide specific recommendations for repair. With the assistance of Public Works,
selected areas of the foundation were excavated this summer and the stone examined. The assessment
revealed that the foundation stone must be tucked pointed, an exterior waterproofing applied, and
drain tile and a sump pump system installed. As well, the grounds around the home must be graded to
improve drainage.
This Professional Services Agreement with Facility Engineering is the next phase in the process of
performing this major repair. The firm will prepare specifications and bidding documents and provide
construction management oversight once a contract is awarded and work begins.
FISCAL IMPACT
The 2019 CIP includes $60,000 for this phase of the work. The 2020 CIP includes $200,000 for repair and
the associated site repair.
RECOMMENDATION
Authorize the expenditure of $26,900 in 2019 CIP funds so that Facility Engineering of Madison can be
engaged to create specifications and bidding documents and perform construction oversight after a
contract has been awarded.
