HomeMy WebLinkAbout13. 19-625 DECEMBER 10, 2019 19-625 RESOLUTION (CARRIED___7-0____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID TO BERGLUND CONSTRUCTION FOR REPAIRS FOR THE CONVENTION CENTER /BEST WESTERN PREMIER WATERFRONT HOTEL PARKING RAMP ($71,000.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for concrete curbs and parking structure repairs for the Convention Center/Best Western Premier Waterfront Hotel Parking Ramp; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BERGLUND CONSTRUCTION 8410 S. South Chicago Ave Chicago, IL 60617 Total Bid: $71,000.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: November 25, 2019 RE: Award Bid to Berglund Construction for Repairs for the Convention Center/Best Western Premier Waterfront Hotel Parking Ramp ($71,000.00) BACKGROUND The City maintains the Convention Center Parking Ramp Structure which is attached to the Best Western Premier Waterfront Hotel. In 2011 the City engaged engineering firm Carl Walker Inc. (now WGI) to provide a 10 year Repair and Protection Analysis of the parking structure. This analysis identified various necessary component replacements, structural repairs, grouting, sealer installation and other maintenance issues. The City began addressing the first three phases of repairs in 2011, 2013 and 2017. This next phase of repairs for 2020 is to address ongoing and isolated deteriorated curbs with replacement of the concrete topping slab at grade level, and replacement of the expansion joint seals on the supported levels between the parking structure and building. Working in conjunction with Purchasing staff, WGI prepared bid specifications seeking contractors for the 2020 repairs. ANALYSIS Bids were advertised in the local paper and posted online on Onvia Demandstar. Bids were received on November 19, 2019. The bid tab is attached. WGI reviewed the bids and believes the low bidder has the appropriate contractor qualifications and construction experience to perform this work. City staff concurs with WGI's recommendation and confirmed the low bid met all other minimum bid specifications. FISCAL IMPACT The total fiscal impact for this bid is $71,000.00. Sufficient funding is allocated in the 2020 Parking Ramp Fund for this project. This project will be charged to A/N#: 506-1040-7214-00000. RECOMMENDATION Purchasing recommends the Common Council award this bid to Berglund Construction for $71,000.00. Respectfully ubmitted, I Z' al Jon G.
