FOR TWO FIRE ENGINES FOR FIRE DEPARTMENT ($1,279,800.00) INITIATED BY: PURCHASING DIVISION WHEREAS, one of the City’s fire engines has surpassed its years of service and requires replacement; and WHEREAS, it has been recommended that the department add a fifth fire engine to its fleet to extend the service life of the fire engine units; and WHEREAS, by Resolution 19-99 adopted on February 26, 2019 the Council waived the ordinance requirements to bid this purchase and allow the Fire Chief and Fire Department personnel to review, test and recommend the purchase of equipment best meeting the operational and safety needs of the Department. WHEREAS, the Fire Chief recommends the purchase of an Engine from Peirce Manufacturing as best suited to the operational and safety needs and budgetary requirements for the Fire Department. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to waive bids and to purchase two fire engines from: FIRE APPARATUS & EQUIPMENT, INC. 5793 Grande market Drive, Suite C Appleton, WI 54913 Total: $1,279,800.00 DECEMBER 10, 2019 19-624 RESOLUTION CONT’D BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: December 1, 2019 RE: Approve Purchase to Pierce Fire Apparatus & Equipment Inc. for Two Fire Engines for Fire Department ($1,279,800.00) BACKGROUND The Oshkosh Fire Department has four fire engines within their fleet. One of the units is a 2003 which has experienced several major maintenance issues in the past year that has taken it out of service for weeks at a time. The standard recommended maximum time for these units to be in front-line service is 15 years. Given the 2003 unit's age and ongoing maintenance repairs the Common Council allocated $627,000 in the 2019 CIP for it to be replaced. Additionally, the 2019 Matrix Consulting Group analysis of the Fire Department recommended the department add a fifth fire engine to its fleet to extend the service life of these units. The Common Council approved this recommendation and allocated $630,000 in the 2020 CIP for this additional fire engine. At their February 27, 2019 meeting the Common Council waived the bid requirements for the purchase of these fire engines and allowed the Fire Department personnel to review, test and recommend the purchase of equipment best meeting the operational and safety needs of the Department. ANALYSIS The Fire Department established a committee to develop specifications for the purchase of these two fire engines. After developing criteria and reviewing several different fire engines, the committee determined that a Pierce Manufacturing Inc. engine with a velocity chassis and the Pierce Ultimate Configuration (PUC) would best meet the needs of these units. The Velocity chassis is exclusive to Pierce and includes independent front and rear suspension. This suspension design is superior for its higher durability to the wear and tear of street conditions. The PUC of the Pierce engine places the fire pump under the cab which provides more equipment storage that is essential for the operational demands of this vehicle. Currently the department utilizes Pierce apparatus for all front-line service needs, and this standardization is critical for safe and efficient operation under emergency conditions. This standardization has also created efficiency in the maintenance of Pierce apparatus. In addition, the current Pierce engines have proven to be very reliable and any service or warranty issues are dealt with promptly and efficiently at Fire Apparatus and Equipment Inc. — Pierce's exclusive franchise dealer in Appleton, WI. For all of these considerations it was the consensus of the committee, Fire Chief Mike Stanley and Purchasing that Pierce engines with the apparatus noted above be recommended for these two fire engines. Box 1130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us FISCAL IMPACT The 2019 CIP allocated a total of $1,257,000 for these two fire engines ($627,000 in the 2019 CIP to replace the 2003 fire engine and $630,000 in the 2020 CIP to purchase an additional fire engine). The original price of the two engines was over $1,323,000. However, by providing a letter of intent to order both engines before 12/31/19 the city would be able to realize over $43,000 savings in prepayment discounts, multi -vehicle discounts and avoiding 2020 rate increases. With this action the fiscal impact for the two engines would be $1,279,800. Radio costs for both engines would be $11,199.86 and purchased separately. The total fiscal impact for the two engines and radios is then $1,290,999.80. Funding for this purchase would be charged to 2019 CIP A/N#: 3230230 7210 66903, 2020 CIP A/N#: 3230230 7210 XXXXX and the overage ($33,999.80) would be addressed from savings remaining in the 2019 CIP Ambulances A/N#: 3230230 7210 66902. RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this purchase from Fire Apparatus & Equipment, Inc., 5793 Grande Market Drive, Suite C, Appleton, WI 54913, in the amount of $1,279,800.
