PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 18-01 TO
ADVANCE CONSTRUCTION, INC. FOR KIENAST-PAULUS
LANDFILL GAS VENTING (848,673.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for construction
of the Keinast and Paulus Quarry landfill gas extraction system; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Kienast-Paulus Landfill Gas Venting
Advance Construction, Inc. / ($848,673)
BACKGROUND
The former Kienast and Paulus Quarries have been the subject of investigations relating to the production
of landfill gases. The former quarries were utilized as landfills for a period of time after active quarrying
operations ceased. As solid waste decomposes and breaks down, it can produce a number of gases,
referred to as "landfill gases". One of the most dangerous of those landfill gases is methane. In certain
concentrations, methane can be explosive. This is especially dangerous within structures where any
ignition source going off within that concentration could result in the explosion of the structure.
The monitoring of these sites has shown methane levels in excess of the Lower Explosive Limit (LEL) in
several monitoring wells. These levels of methane pose a risk to the health and safety of nearby
properties. In order to protect the health and safety of the general public, the methane being generated
from these former quarries needs to be controlled.
The City hired AECOM Technical Services, Inc. (AECOM) to conduct a series of environmental
investigations and design a landfill gas extraction system.
ANALYSIS
Engineering Division staff reviewed the two (2) bids that were received for the project. The bid
documents contained three (3) alternates. The base bid includes complete construction of the Kienast
Quarry landfill gas extraction system and partial construction of the Paulus Quarry landfill gas extraction
system. Alternate 1 would complete the construction of the landfill gas extraction system at the Paulus
Quarry landfill. Alternate 2 would have the Contractor provide the topsoil required for this project.
Alternate 3 would have the City provide the topsoil. After review of the alternatives, it is recommended
to award Alternates No. 1 and 3 with the base bid. The low bid with Alternates No. 1 and 3 is $848,673
from Advance Construction, Inc. of Green Bay, Wisconsin.

FISCAL IMPACT
Funding for this project is in the 2017, 2018, and 2019 Capital Improvement Programs (CIP). Following
is a summary of the available funds and the estimated total construction cost, including ancillary costs
such as engineering fees, landfill tipping fees, construction materials testing fees, and other construction -
related expenses. The total cost for this project includes engineering services to be provided by AECOM.
Their proposal for this work has been submitted for consideration on this Council agenda.
