HomeMy WebLinkAbout24. 19-610 NOVEMBER 26, 2019 19-610 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: DESIGNATE THE INTERSECTION OF WEST 10TH AVENUE & MINNESOTA STREET AS A 2-WAY STOP (MINNESOTA STOPS FOR WEST 10TH AVENUE) INITIATED BY: TRAFFIC AND PARKING ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27A-8 THROUGH STREET DESIGNATED AND 27A-10 YIELD RIGHT OF WAY INTERSECTIONS DESIGNATED OF THE OSHKOSH MUNICIPAL CODE The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-8 of the Oshkosh Municipal Code pertaining to Through Streets Designated is hereby amended as follows: A-8 THROUGH STREET DESIGNATED Add Thereto: West 101h Avenue at its intersection with Minnesota Street SECTION 2. That Section 27A-10 of the Oshkosh Municipal Code pertaining to Yield Right of Way Intersections is hereby amended as follows: A-10 YIELD RIGHT OF WAY INTERSECTIONS DESIGNATED Remove Therefrom: Minnesota Street yields to West 101h Avenue SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. NOVEMBER 26, 2019 19-610 ORDINANCE FIRST READING CONT'D SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #19-XXX on December 10, 2019 DESIGNATING WEST 10TH AVENUE AS A THROUGH STREET AT ITS INTERSECTION WITH MINNESOTA STREET. The ordinance designates West 101h Avenue as a through street at its intersection with Minnesota Street. Minnesota currently yields for West 101h Avenue. The ordinance would change Minnesota at its intersection with West 101h Avenue from Minnesota yielding to Minnesota stopping for West 101h Avenue. City dshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Transportation Director DATE: November 22, 2019 RE: Designate the intersection of West 10th Avenue and Minnesota Street as a 2-way stop BACKGROUND This intersection is adjacent to Jefferson Elementary School. The area has become extremely congested with the closing of Smith School and parents dropping off and picking up their students in addition to kids walking to and from the school. This has resulted in limited visibility of the intersection before and after school. Last month the city created a 4-way stop at the intersection of West 11th Avenue and Minnesota Street. The school has been using safety patrol to help kids cross in these areas. The school district and OPD have requested this intersection of West 10th Ave. and Minnesota Street be designated a 2-way stop at a minimum. The Traffic and Parking Advisory Board recommends approval. (5-0) ANALYSIS The intersection doesn't meet the crash or volume warrants for stop signs. However; OPD and I have spent time observing the intersection and agree that a 2-way stop is warranted before and after school due to the need to control vehicle-pedestrian conflicts. FISCAL IMPACT The fiscal impact of these ordinances is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION I recommend that the Common Council approve these modifications to Section 27A-8 of the Municipal Code designating through streets.
