PURPOSE: UPDATE PARKING REGULATIONS ON EAGLE STREET AND
MARION ROAD.
INITIATED BY: TRAFFIC AND PARKING ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
Parking Regulations on Designated Streets and Alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
Eagle Street
Remove Therefrom: No parking, stopping, standing, waiting — bus
loading zone, west side, from 590 feet south of Taft
Avenue to Southland Avenue between 7:00 a.m. and
4:30 p.m. on school days.
Add Thereto: No parking, stopping, standing, waiting—bus
loading zone on Eagle Street, west side, from 420
feet south of Taft Avenue to Southland Avenue
between 7:00 a.m. and 4:30 p.m. on school days
Marion Road
Remove Therefrom: No parking, west side, from Pearl Avenue to 1,550
feet west of Jackson Street.

to Jackson Street.
No parking, north and east side, from 238' south of
Pearl Avenue to 1,350 feet west of Jackson Street.
4-hour parking, north side, from 565 feet west of
Jackson Street to 1,350 feet west of Jackson Street.
No parking, north side, from Jackson Street to 565
feet west.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice.
Please take notice that the City of Oshkosh enacted ordinance #19-XXX on December 10,
2019 UPDATING PARKING REGULATIONS ON EAGLE STREET AND MARION
ROAD. The ordinance updates parking regulations on Eagle Street near Taft Avenue and
Southland Avenue and on Marion Road near Pearl Avenue and Jackson Street. The full

RE: Update Parking Regulations on Eagle Street and Marion Road
BACKGROUND
The Oshkosh School District and West High School administration requested an
extension of the bus loading zone on the west side of Eagle Street. They said this area
will be used for buses to load and unload passengers for daytime events at Alberta
Kimball Auditorium. They also said clearing this area will help with snow removal.
A resident of The Rivers II requested the 4 hour parking on Marion Road be moved
from the south side to the north side of the road. She stated there are 3 driveways, 2 fire
hydrants and a bus stop on the south side of the road. She explained that vehicles are
parking too close to these areas for an extended period of time. The observation is that
the parked vehicles are residents and/or visitors of the Annex apartments.
The Traffic and Parking Advisory Board recommends approval of both changes. (5-0)
ANALYSIS
The parking on Eagle Street is used almost exclusively by Oshkosh West students, staff
and visitors. Extending the loading zone on Eagle Street will better meet their needs.
Moving the 4-hour parking on Marion Road from the south side to the north side makes
sense since there are more driveways, fire hydrants and a bus stop on the south side of
the street. Additionally, the majority of the users of the on-street parking are residents
and/or visitors to the Annex apartment complex on the north side of the road.
FISCAL IMPACT
The fiscal impact of these ordinances is the cost of signage. The signage cost would
come out of the Sign Department operational budget.
RECOMMENDATION
I recommend that the Common Council approve these modifications to Section 27A-11
of the Municipal Code pertaining to parking regulations on designated streets and
alleys.
