Evelyn Meuret called the meeting to order at 4:16 p.m.
The June 19, 2019 and July 17, 2019 TAB meeting minutes were
accepted.

Update on student
fares
Jim Collins
Jim Collins told a joint meeting with the Oshkosh Area
School District (OASD) and Common Council was held last
night. He said Matt Mugerauer and Bob Poeschl proposed
a 3 year agreement where all Oshkosh School District
students could ride GO Transit for free. The OASD would
pay $25,000, the City of Oshkosh pays $25,000 and $19000 is
contributed by other public or private donors. He told
currently they have not sought out private funding. A joint
committee is being formed to further discuss this proposal.
Jim stated the OASD spent $21,150 on bus passes last year.
He said the stated goal was that truancy could be reduced
with free student busing. He explained we could track
student ridership but data for the effect on truancy would
have to come from the OASD.

Update on student
fares continued Phil Marshall
It was clarified that OASD students would be able to ride the bus
anytime without paying fare by presenting their student ID upon
boarding. Phil Marshall said middle and high school students are
issued student IDs however elementary students are not.

Mr. Collins stated the three new 2019 New Flyer buses have the
automatic passenger counters and fare boxes set up and are in
service. He told the three 2003 buses have been advertised for sale
and are out of service.
Evelyn Meuret said the seats on the 2019 buses are slippery.
However; a passenger commented to her that the plastic seats
without cloth inserts are much better for her allergies.
State Management
Performance Review Jim Collins
Jim Collins told we had our Triennial Review back in August. He
said we had only 2 minor administrative findings, and the national
average is 5 findings. One finding was a federal clause with the
Davis Bacon Wage Rate was not included for the painting of the
downtown transit center and the other was that all paratransit
programs must have a 60 day appeal process.
Jim said the State Management Performance Review was held
October 4th. The review looks at management practices and the
efficiency of the system. He explained GO Transit was more cost
effective than 15 of 15 systems and had a lower subsidy than 14 of
15 systems. He also said our average fare was low but with the
1/1/19 increase, our fares should be closer to the average.

Winnebago Catch A
Ride Update Jim Collins
Jim Collins said the Winnebago Catch A Ride Program provided
778 rides through September; 459 for employment and 319 for
general travel or medical. He explained this program is a good
alternative program for persons outside the city not covered
under another transportation program. He said it is funded
through 2019 but East Central Wisconsin Regional Planning
Commission is looking for letters of support to submit with a
grant application for 2020 funding.
Mike Norton moved that Jim write a letter of support from the
TAB.
It was clarified that people covered by other transportation
programs would be directed to those, that this program is
designed to fill gaps not covered by other programs.

Titan Transit has been
discontinued Jim Collins
Mr. Collins said that UW-Oshkosh Titan Transit has been
discontinued. He said they are working to develop a demand
response app using university community service officers to
transport students upon request. He explained anyone could ride
Titan Transit for standard transit fare in the past but now there is
no public option.

Future Agenda Items
Senior Center bus
stop
Evelyn Meuret
Ms. Meuret said the driver of the Route #3 bus requested eliminating
the Senior Center stop in front of their building and putting the stop
on Campbell Road.
Jim Collins replied the Senior Center requested the stop near the
door because the population using this stop is elderly. He explained
the parking lot has a clear entrance and exit, it is a heavy utilized city
entity, and there is ample time on this route. He also said the Senior
Center pays the round trip bus fare for seniors to come to their
facility.

Mike Norton inquired if this Board had an alternate member.
Jim Collins replied the mayor hasn’t indicated anyone expressing
interest. He said anyone interested in the position should apply
through the website or contact the city manager’s office. He also told
that Council approved adding ad-hoc student members to Boards
and Commissions. .
