HomeMy WebLinkAbout26. 19-612 NOVEMBER 26, 2019 19-612 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE GREAT NEIGHBORHOODS CAPITAL IMPROVEMENT PROGRAMS FUNDING FOR MILLERS BAY SIGN DESIGN IN THE AMOUNT OF $18,500.00 INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved funds in the 2019 Capital Improvement Programs (CIP) for public improvements to be undertaken as part of a Great Neighborhoods Program; and WHEREAS, staff is recommending the Millers Bay Sign Design Plan in the amount of$18,500.00 be undertaken with 2019 CIP funds of the Great Neighborhoods Program NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that funded activity/improvement of the Great Neighborhoods Program, as noted above is hereby approved in the amount of$18,500.00. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to take those steps necessary to implement said program. Money for this purpose is hereby appropriated from: Acct No. 323-0740-7216-63916 — Great Neighborhoods 2019 Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Alexa Naudziunas, Associate Planner- Planning Services DATE: November 21, 2019 RE: Approve 2019 Great Neighborhoods Capital Improvement Program Funding in the Amount of$18,550.00 BACKGROUND The Great Neighborhoods Program provides residents the opportunity to originate projects that enhance quality of life through strategic improvements to the public realm. Projects are intended to improve the image, market, and physical conditions of Oshkosh neighborhoods. Staff provided recognized neighborhood associations and groups pursuing healthy neighborhoods the opportunity to apply for funding to support capital improvement projects within their neighborhoods. In 2018, a total of seven projects were submitted and staff recommended four projects for Common Council consideration. The remaining three projects needed additional information gathered prior to being submitted to the Common Council for consideration. This project is one of the 2018 submissions that required further research and consideration. A description of previous projects and the current status is listed below for your review. Previous Projects Status Congress Avenue Tot Lot Improvements Scheduled Completion- Spring 2020 William Waters Plaza Construction Plans In Progress George Washington Statue Lighting Complete Jackson Street Neighborhood -Traffic, Safety, Mobility and Improvement Study In Progress Outdoor Exercise Equipment Scheduled Completion - Spring 2020 Rain Barrels Scheduled Completion -Spring 2020 Rainbow Memorial Park Trail-Engineering, Design & Permitting Scheduled Completion-Winter 2020 Bus Shelter-Sawyer-Paine Neighborhood Complete In 2019, the Common Council approved $250,000 within the City's Capital Improvement Program for the Great Neighborhoods Program. And, in July 2019 Common Council approved funding for seven projects (RES 19-401) leaving a remaining amount of$23,642.00. ANALYSIS The following project has been reviewed by resident leaders and City staff and are being proposed to utilize Great Neighborhoods Program funding. Projects Recommended: 1. Millers Bay Streetscape Plan Implementation Short Elliot Hendrickson Inc. Sign Design $18,550.00 The Millers Bay Neighborhood Association is requesting funding to design a gateway entrance feature or ground sign for their neighborhood. The sign contract has been developed by SEH Inc. which is the same consultant who developed the Neighborhood Streetscape Vision Plan. Staff has met with the Millers Bay Beautification Committee to develop this project as the next step in the implementation of the streetscape plan. The sign design is based on the Millers Bay Streetscape Plan approved in 2017. The project review group reviewed this project in 2018 and thought that it was a strong project and a reasonable next step towards implementation of the plan. FISCAL IMPACT Total Great Neighborhoods Funding Available $23,642.00 Total 2019 Great Neighborhoods Funding Requested $18,550.00 TOTAL REMAINING 2019 CIP DOLLARS $5,092.00 RECOMMENDATION The project review group and staff are recommending approval of 2019 Great Neighborhoods Capital Improvement Program funding in the amount of$18,550.00. Because of this it has an important role as a gateway/terminus of both the park and E.Ne neighborhood. By emphasizing the entry into the neighborhood,the plan stresses an 3 improved and articulated entry into the park. With the use of simple branding elements such as low walls similar to what is shown in front of Emmeline Cook Elementary School and a variation of the gateway treatments along Murdock, this intersection will both welcome users to Millers Bay and Menominee Park. 4 �16' I 16'� 32' Millers Bay Neighborhood Parking Lane Reduced Drive Lanes/ Parking Lane Menominee Park Shared Bike Route Section 4:1 Menominee Drive 24 v L #v•w _ Menominee Park Entry Feature Jr Designated Crosswalk E. Nevada Ave. t Section 4:1 mom v� Neighborhood Entry Feature Bumpout O n Simple improvements to Menominee Drive include narrowing the drive lanes to 32'between bumpouts and painting designated crosswalks within the street. Simple and low stone walls could be incorporated to emphasize and enhance the architecture and identity of the neighborhood. Reduced pedestrian crossing distance of Menominee Drive enhances pedestrian safety entering and exiting Menominee Park. Similar to the gateway features, if the stone wall remain where shown,they would require approvals for placement within the right-of-way. 25
