RE: Maryden 16 unit apartments, Zoning Review
Dear Mr. Frechette:
I have completed my initial review of the plans for the two 16-unit apartments on Maryden
Road.
The site plan is deficient in the following areas:
· A 25 foot rear yard setback is required for the uncovered parking area and
access/maneuvering drive aisles around the buildings from the east and north property
lines. Currently, no setback is proposed.
· It appears as though cross access to adjacent properties is proposed on the site. A cross
access easement/agreement is required, which must be reviewed and approved by the
City Attorney BEFORE being recorded at the Winnebago County Register of Deeds office.
· Please provide the number of parking stalls proposed for the new garage. If the garage
spaces are necessary to provide the required parking, a permit for the garage must be
obtained with the permit for the apartment buildings.
· Please explain how you have calculated 2.4 parking spaces per unit, since it appears as
though only 44 surface spaces ara proposed on the site (excluding proposed garage
spaces) and there are 32 units proposed (which require 64 parking spaces). It does not
appear that there is enough space on the property to provide 76.8 parking spaces.
· A 19'3" transitional yard is required along the south lot line, as this property abuts a single
family dwelling. The parking area must be shifted to the north, and this entire area must be
shown as a green space, landscaped with a mix of trees, shrubs, and ground cover.
· The landscape plan shall show that the off-street parking area at the south end of the
property is screened from the adjacent single family dwelling by a minimum 5' tall solid
fence or a 5' tall 4-seasons hedge.
The following materials shall be resubmitted for zoning review for the proposed two 16 unit
apartment buildings project on Maryden Road:
1. Provide the number of parking spaces proposed inside the garage.
2. Provide an updated site plan, showing setback of the parking and maneuvering areas to
the nearest lot lines.
3. Provide two (2) copies of an updated landscape plan, showing compliance with section 30-
35(H) of the Oshkosh Municipal Code, and addressing comments outlined above.
4. Indicate proposed locations of ground level mechanical equipment and WPS utility boxes.
5. Provide a statement explaining how refuse and recycling materials will be managed on site,
since it appears as though refuse disposal areas will not be provided.
6. Show any proposed signage on the site plan.
7. Provide a cross access easement document for the City Attorney's office to review and
approve.
In addition to the materials received to date, please provide information or materials as
required above. If any substantial changes not required above are incorporated into the plan
on the next submittal, please indicate what those changes are. Be advised the previously
submitted plans were substantially incomplete and out of compliance with Zoning Ordinance
provisions. It would be suggested that a meeting be held between myself and staff of Midwest
Real Estate Development Company, to discuss the project before additional site planning work
is prepared.
