He explained the district would use this area to load and unload buses for events at the Kimball Auditorium and for snow removal. Jim Fox, Building and Ground Maintenance Manager for the Oshkosh Area School District, said the additional no parking – bus loading zone would be used for buses to park to unload passengers for daytime events at the auditorium. He also told that parked vehicles in this area make it difficult to remove the snow blowing off the roof of the auditorium. 1st: Dan Becker 2nd: Bob Poeschl Carried: 5-0 Committee Name: Traffic & Parking Advisory Board Date: 11/12/19 City Hall, Room 404 2 2 Topic Speaker Discussion Actions A request for no parking on Marion, S and W sides, from Pearl to Jackson, no parking, N and E side, from 238’ S of Pearl to 1,350’ W of Jackson, 4- hr. parking, N side, from 565’ W of Jackson to 1,350’ W, no parking, N side, from Jackson to 565’ W (Current Condition: NP, W side, from Pearl to 1,550’ W of Jackson. NP, S side, from Jackson to 565’ W. NP, E side, from 238’ south of Pearl to Jackson. 2-hr parking, E side, from Pearl to 238’ S between 6 am & 6 pm M - F. 4-hr prkg, S side, from 565 to 1,550’ feet W of Jackson.) Jim Collins Kathy Laabs Bob Poeschl Jim Collins Jim Collins said this request is from a citizen. He said he believes the 4-hour parking was created on the south side of the street for the older visitors of residents of The Rivers apartment however; it appears those visitors park in the parking lot and it is the college students living in the Annex that use the on street parking here. He stated the street is 36’ wide. Kathy Laabs, of 455 Marion Road, Apt. 106, said vehicles park right up to the three driveways and the two fire hydrants. She told that in winter the snow plow then moves the snow around these vehicles in front of the hydrants. She explained on the north side of the street there are no driveways, hydrants, or bus stops so there is more room for vehicles to park. Bob Poeschl clarified that essentially we are swapping the parking restrictions from the north side to the south side. He said he thinks this change could reduce congestion and increase safety. Jim Collins verified with the persons present from Mercury Marine that they had no problems with the proposed changes. 1st: Dan Becker 2nd: Dan Scieszinski Carried: 5-0 Committee Name: Traffic & Parking Advisory Board Date: 11/12/19 City Hall, Room 404 3 3 Speaker Discussion Actions A request for a 2 or 4- way stop intersection at the intersection of West 10th Avenue and Minnesota Street (Current Condition: Minnesota Street yields to West 10th Avenue) Jim Collins Dan Becker Ross Wandschneider Bob Poeschl Dan Scieszinski Mr. Collins told the intersection of 11th Avenue / Minnesota Street was recently converted to a 4-way stop. He explained that 10th Avenue / Minnesota Street, with only 10-12 students crossing here, is not as busy as 11th / Minnesota which has approximately 50 – 100 students crossing. He said in the past three years there was one crash that occurred when a semi cut the corner too short and backed into the vehicle behind him. Dan Becker supported a 2-way stop sign as a first step. He said a 4- way can be re-evaluated in the future if needed but favored an incremental approach. Ross Wandschneider suggested converting to one way streets like at Merrill School. Bob Poeschl said it would be a challenge to convert to one way streets here and that Merrill School is more of an island in a residential area, unlike here with the church and businesses. Dan Scieszinski moved to amend this item by deleting “or 4” so it would create a 2-way stop intersection with Minnesota Street stopping for traffic on 10th Avenue. Jim Collins Jim mentioned that Oregon Street is fully open. The Convention Center North/Ceape Parking Lot should be reopen by November 8th. Jim Collins Jim told the Convention Center North Parking Lot is complete and open. He went on to say the parking lot was striped temporarily because it was too cold to complete so it will be permanently striped in Spring. Jim Collins Jim said Hazel Street will be fully open tomorrow. He explained once locates were done, the permanent stop signs would be reinstalled. The Oshkosh/Congress Avenue bridge will close for approximately six months beginning January 2020. Jim Collins Mr. Collins reminded the audience that the Oshkosh/Congress Avenue bridge will closing in January 2020 for approximately 6 months. He told that traffic on High Avenue and Algoma Boulevard was busier than usual and traffic backed up at the signals on Wisconsin Street during the recent 2 week bridge closure. He hoped this heavy traffic would be alleviated when people discovered different routes to take.
