PURPOSE: AWARD DEMOLITION BID FOR 43 E. 7TH AVENUE BLOCK TO
LINNCO, INC. $467,714.50
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for demolition
of 43 E. 7h Avenue block; and
WHEREAS, upon the opening and tabulation of bids it appears that the following
is the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that said partial base bid is hereby accepted and the proper City officials are
hereby authorized and directed to enter into an appropriate agreement for the purpose
of same, all according to plans, specifications, and bid on file. Money for this purpose is
hereby appropriated from:

RE: Award Demolition Bid for 43 E. 7th Block to LinnCo Inc. ($467,714.50)
BACKGROUND
The City has acquired the properties over the past several years in anticipation of redevelopment
consistent with the Southshore Redevelopment Plan and TIF #20. Phase 1 Environmental Site
Assessments (ESA) have been completed. The demolition of the structures must be completed
in order to perform Phase 2 Environmental testing. All these efforts are in anticipation of issuing
a Request for Proposals (RFP) for the redevelopment of this area in the near future.
ANALYSIS
The proposed demolition contract will remove the buildings and any hard surfaces on the
properties. Available materials will be recycled including the concrete and asphalt which will
be crushed and reused for back fill as needed, and stockpiled for future use on 9th Ave and/or
the Pioneer Drive riverwalk. The contract also requires the grading, top soil and seed and hydro
mulch so that the site will be development ready and attractive.
FISCAL IMPACT
TIF #20 has the cash on hand for this contract. The draft 2020 CIP has identified the projects and
staff is proposing to accelerate the demolition by a few months and award the demolition
contract in 2019.
RECOMMENDATION
Council awards the demolition bid to LinnCo for$467,714.50.
