PURPOSE: APPROVE REGIONAL FIRE DEPARTMENT HIRING PROCESS
AGREEMENT- CHIPPEWA VALLEY TECHNICAL COLLEGE
INITIATED BY: FIRE DEPARTMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate Regional Fire Department Hiring Process Agreement with
Chippewa Valley Technical College for providing hiring services including recruitment
of qualified firefighter applicants in the amount of one thousand dollars for the user fee
and up to twenty-five dollars per qualified applicant.

BACKGROUND
The Oshkosh Fire Department desires to contract with Chippewa Valley Technical College to
acquire a list of qualified candidates for the position of firefighter. Chippewa Valley Technical
College conducts an application and testing process to establish the list of qualified candidates.
ANALYSIS
Chippewa Valley Technical College conducts a regional hiring process. The Oshkosh Fire
Department has not had a significant presence in this market before. They provide a very high
quality product that could yield many successful employees to the Oshkosh Fire Department in
the future.
FISCAL IMPACT
The Oshkosh Fire Department will compensate the Chippewa Valley Technical College at a rate
of$1,000.00 for the user fee and up to $25.00 per applicant who meets the OFD's minimum
hiring requirements. This expense has been budgeted for in the 2020 Operating Budget.
RECOMMENDATION
The recommendation would be that Common Council approve entering this agreement with
Chippewa Valley Technical College so that we can obtain an additional list of qualified and
suitable applicants for vacancies that occur at the firefighter position with the Oshkosh Fire
Department.

This Memorandum of Understanding outlines a partnership agreement between Bruce A.Barker,President
hereafter referred to as "department," and Chippewa Valley
Technical College, hereafter referred to as "CVTC," for the period of January 11 20_through
December 315t 20
CVTC provides specific services for the establishment of an eligibility list of qualified candidates for
partnering fire departments. As a condition of this agreement, CVTC and the department agree to the
following partnership provisions:
CVTC will provide
• Annual advertisement for the hiring process
• Application tracking and management software
• CPAT practice opportunities for all candidates
• CPAT formal exam for all candidates
• Staffing for all practice and formal exam dates
• Egrometric's FireTEAM Exam for all candidates that successfully complete the CPAT assessment
• Maintenance of the mandatory CPAT equipment; including upkeep, replacement, and storage
• Dissemination of applicant information to the appropriate departments.
• Maintenance of application portal for all candidates to register/enroll in the hiring process
• Scheduling and a venue for the Annual `Chiefs Meeting' meeting
• Support between the department and the IAFF/IAFC if any discrepancies or challenges arise.
The department will
• Advertise for the hiring process in their region
• Pay Annual Invoice fee of$1,000.00 for participation in the Regional Hiring Process
• Pay Annual fee for individual candidates Ergometric's FireTEAM exam not to exceed $25.00 per
candidate.
• Each FD will be registered with the IAFF as a CPAT certified Dept.
• Departments will adhere to the timeline and deadlines set forth per CVTC staff
• Provide minimum applicant requirements, residency requirements, and any other changes to
the department application at least 30 days prior to application period opening
Terms
• Any department withdrawing from CVTC's Regional Fire Department Hiring Process will not be
allowed to regain membership for a period of 2 years without paying the 're-entry fee' of
$500.00.
• Any new Fire Department to the Regional hiring process must be approved by the majority
(51%) of existing members.
• CVTC retains the right to exclude any department from entering into or renewing their contract

In addition, all parties involved agree to approach the partnership and resulting activities with
on-going communication, evaluation, and collaboration as we strive for mutual benefit while
meeting the needs of our students,faculty, taxpayers, and constituents. Annual meetings will
assure that the needs of all partners are being met. Elements within the partnership requiring
review should be brought to the attention of the leadership of the partners involved at the time
or at any time preceding such meetings.
