HomeMy WebLinkAbout12. 19-574 NOVEMBER 12, 2019 19-574 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR ARCHAEOLOGICAL DATA RECOVERY PLAN FOR PORTION OF LAKESHORE MUNICIPAL GOLF COURSE SITE / UNIVERSITY OF WISCONSIN-MILWAUKEE (UWM) (+$15,000) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and the University of Wisconsin Milwaukee (UWM) previously entered into a professional services agreement for providing archaeological field survey services, preparing a Data Recovery Plan, and conducting archaeological filed investigations for the Lake Shore Municipal Golf Course; and WHEREAS, additional services were required for flotation processing, artifact sorting, and analysis due to the high number of archaeological materials and complexity of features that were discovered at the site, resulting in an extension of the original schedule and an increase to the original budget required for UWM to finalize the necessary reports. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16 of the Municipal Code to enter into an amended agreement with University of Wisconsin Milwaukee and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. No. 05801040-6401 Contractual Services 05811040-6401 Contractual Services /14 City of W Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Justin Gierach, Engineering Division Manager/City Engineer DATE: November 7, 2019 RE• Approve Amendment to Professional Services Agreement for Archaeological Data Recovery Plan for Portion of Lakeshore Municipal Golf Course Site / University of Wisconsin-Milwaukee (UWM) (+$15,000) BACKGROUND The City previously contracted with University of Wisconsin Milwaukee (UWM) to conduct a Phase I archeological field survey in an effort to better define the limits of a previously-reported archeological site within the boundaries of the Lake Shore Municipal Golf Course. The UWM staff prepared a report of the findings of their field survey, and then prepared a Data Recovery Plan for the site This plan was submitted to the Wisconsin Historical Society for review and approval. A professional services agreement with UWM for providing the field services necessary to execute the previously-approved archaeological data recovery plan was approved by the Common Council in February 2018. During the archaeological field investigations conducted at the Lakeshore Municipal Golf Course site, a high number of archaeological materials were discovered The number of materials, combined with the characteristics of the collected sediment these materials were found in, slowed UWM's typical pace for flotation processing and artifact sorting and analysis. The number and complexity of the human burial features found at the site also exceeded UWM's original scope. ANALYSIS Due to these additional services, UWM has requested an extension to the original schedule and an increase to the original budget to finalize the necessary reports. The amount of this contract amendment is $15,000. This will raise the total agreement amount to$198,613 08 (not to exceed). This work will be funded from the Property Improvement Section of the 2018 Capital Improvements Program under the Oshkosh Corporation — Infrastructure project These costs were also included in the TIF Plan for TIF District#34. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the agreement and in accordance with Section 12-16 of the Code, I am hereby recommending the Common Council approve this agreement.
