PURPOSE: APPROVE PROFESSIONAL SERVICES AGREEMENT FOR WEST
28TH AVENUE PUMP STATION DESIGN/JACOBS ENGINEERING
GROUP, INC. ($249,740.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with Jacobs Engineering
Group, Inc. for providing project design and management related services for the West
281h Avenue Pump Station in the amount of two hundred forty-nine thousand seven
hundred forty dollars ($249,740.00). Money for this purpose is hereby appropriated from:

RE• Approve Agreement for Professional Services for West 28th Avenue Pump
Station Design/Jacobs Engineering Group, Inc. (Jacobs) ($249,740)
BACKGROUND
The Engineering Division has proposed in the 2020 Capital Improvements Program (CIP) to
extend the Oregon Street sanitary interceptor sewer to West 28th Avenue and to install the West
28th Avenue sanitary interceptor sewer. In conjunction with these projects, an upgrade to the
West 28th Avenue pump station is required and has been proposed in the 2020 CIP. The 2019 CIP
included the design of this upgrade in the Property Improvements—Utility section
Engineering Division requested a proposal from Jacobs for the upgrade design. Jacobs was
chosen due to their extensive experience with the Wastewater Treatment Plant and associated lift
stations. The scope of services includes: preparation of a Project Design report and required
submittal to the Wisconsin Department of Natural Resources; completion of the final design,
preparation of contract documents, and preparation of required permits, and assistance during
the bidding process
ANALYSIS
Engineering Division staff carefully reviewed the scope of services and the proposed cost, and
found that it is in line with the level of effort necessary to complete the project
FISCAL IMPACT
The proposed fee is not to exceed $249,740. Funding for these services is included in the 2019
Capital Improvements Program.

RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I
am hereby recommending the Common Council approve this agreement.

comprised of the following.
• Upgrade of existing West 286 Avenue Pump Station including replacement of existing pumping and electrical
systems,modifications to station wetwell,and expansion of pump station above-and below-ground structures
to accommodate addition of new stairwell to comply with current Occupational Safety and Health
Administration requirements
• Pump station improvements will include a new roof with integral beam for lifting equipment with portable
hoist, a new portable dehumidifier, a new submersible pump,a new bubbler system air compressor, repair of
leaking pipe wall penetrations, replacement of exterior lighting, upgrade of heating and ventilation systems to
meet current codes, relocation of buried utilities to accommodate building expansion, and repainting of
interior at-grade rooms
• Addition of a new approximately 600-foot long, 12-inch diameter pump station discharge force main in West
28`h Avenue, including about 100-foot trenchless(horizontal directional drilled or horizontal auger drilled)
crossing Gallups-Merritts Creek and roadway bridge
• Design of temporary bypass pumping system to maintain conveyance capabilities during construction.
The Project schedule is driven by other City capital projects being implemented in 2020 including extension of the
Oregon Street sewer interceptor and construction of the West 28th Avenue gravity sewer Jacobs Engineering
Group,Inc (Jacobs)will deliver the Project through completion of the following tasks.
Task 1—Design Report
Task 2—Final Design and Permitting
Task 3—Bid Phase Services
Task 4—Project and Quality Management
For the design and bid phase services,Jacobs will subcontract to AECOM design services that are related to site
civil and stormwater design and permitting.Jacobs and AECOM envision working jointly during construction to
efficiently provide optimum support to the City and the construction contractor
Task 1— Design Report
To meet Wisconsin Administrative Code Chapter NR 110 Sewerage Systems requirements,a Project Design Report
must be submitted to the Wisconsin Department of Natural Resources(WDNR)for review and construction
approval The Design Report will include a description of the project,the area served by the pump station, major
design criteria for each engineering discipline site civil,structural, architectural, process mechanical, hydraulics,
building mechanical, corrosion control,electrical, and instrumentation and controls;facility operational strategy,
estimated project costs;and construction sequence constraints.
The Design Report will represent a 30-percent complete design and the basis for the final design It will include the
following preliminary drawings:
• Existing and new site plan
• Process Instrumentation and Control Diagram
• Architectural renderings
• Building layout drawings(plans and elevations)
• Equipment layout drawings
• Electrical one-line diagram
Design Report development will include collection,review,and documentation of site information.For Project site
mapping,the Jacobs team will use site topographic survey data provided by the City to develop project site plans.In
the establishment of geotechnical design criteria for structural design,excavation support,dewatering,and force
main installation,the Jacobs team will collaborate with the City's geotechnical consultant on the subsurface
investigation,laboratory analyses,and reporting.
Task 1 Meetings
The Jacobs team will facilitate the following meetings with the City during Design Report development
• Kick-off meeting to confirm the City's Project goals,scope,schedule, budget, and data needs;during the kick-
off meeting, preliminary design criteria will also be discussed
• A design progress meeting with City to discuss design development,operational constraints during
construction, and coordination with the construction of the new West 28th Avenue sewer
• A review meeting to discuss the City's input on the draft Design Report
• A review meeting to present a Project overview to City permitting personnel(Stormwater, Inspection Services,
Planning) and gather input to reflect in final design
Task 1 Deliverables
• Technical review of site data provided by the City and the City's geotechnical consultant
• Meeting agendas, handouts,and minutes
• 1 paper and 1 PDF copy of Draft and Final Project Design Report
Task 2— Final Design and Permitting
The Jacobs team will complete final design of the project based on the Project Design Report
2.1 Contract Documents(Drawings and Specifications)
Attachment 1 lists the anticipated final design drawings
During preparation of the final design documents,the Jacobs team will meet with City personnel at the 60-and 90-
percent complete milestones to review design progress, make decisions, and discuss the City's input.An update to
the construction cost estimate will be prepared at the 60-and 90-percent milestones.
Jacobs will prepare the bidding and legal specifications,technical specifications, and drawings needed to support
the project The purpose of final design is to develop the contract documents for competitive bidding of the
project.The documents will be prepared for a single construction contract.The front-end bidding, legal,and
general requirements will be Jacobs standard Engineers'Joint Contract Document Committee documents Jacobs
will customize the front-end bidding and legal specifications at the 60%design point to conform to the City's
standard contractual and insurance requirements. Technical specifications will be prepared using the Jacobs
standard specifications. Drawings will be prepared using the Jacobs standard format,standard size(22-by 34-inch
full-size drawing), CAD software(MicroStation),and legends.The MicroStation files will be converted to AutoCAD
before being delivered to the City.
2 2 Permitting
The Jacobs team will prepare the following project permit applications and supporting technical materials
• WDNR wastewater construction approval permit including three copies of half-size drawings and
specifications,the Design Report,and WDNR design checklist forms
• WDNR General Dewatering Permit supporting technical materials for construction contractor to obtain permit
• WDNR Wetlands and Waterway Permit with wetlands, environmental and archeological resources provided by
City
• City stormwater review and erosion control plan
• City Site Plan Review package
• City Board of Appeals variance materials
The Jacobs team will facilitate one project review meeting with WDNR and three project review meetings with City
permitting authorities
Task 2 Deliverables
• 1 copy of 60-percent complete drawings and specifications
• 1 copy of 90-percent complete drawings and specifications,construction cost estimate
• 1 half-size and 1 full-size copies of 100-percent complete drawings and specifications
• 1 PDF file of the 100-percent complete drawings(full and half size)and specifications for posting to Quest
Construction Data Network
• Permit applications and supporting technical documentation
Task 3—Bid Phase Services
Jacobs will prepare the Advertisement for Bid for City review and for incorporation in the final Bid Documents
Jacobs will respond to bidder's questions, prepare bid phase addenda for City review,facilitate a pre-bid meeting,
and provide a final cost opinion Jacobs will provide a log of Contractor questions and responses to the City for
distribution in addendum.
The City will advertise the bid, conduct the bid opening, and recommend the award of the bid to the Common
Council Jacobs will attend the bid opening, review the bids, make a recommendation for award,and upon award
of the construction contract,will produce and deliver to the contractor the necessary contract documents after
City review
Task 3 Deliverables
Draft Advertisement for Bid,draft bid phase addendum, recommendation for award, and contract documents for
contractor
Task 4—Project and Quality Management
Jacobs will manage the delivery of the project technical services and work products to meet the City's schedule
and budget.Jacobs will update its project instructions for the project delivery to reflect revisions to the project
schedule and scope. Project instructions addressed include the following:
• Detailed scope of services and project deliverables
• Task assignments
• Project schedule
• Project budget by task
• Health and safety considerations
• Quality management plan
• Communication procedures within the project team and with the City
The Jacobs team will maintain communication with the City through regular project progress meetings,telephone
calls,and email In addition, project activity reports will be submitted to the City with each monthly invoice
The Jacobs team will conduct QA/QC reviews of the project deliverables, including submittals to support the
project delivery team throughout the project and review completed work at project milestones All draft
deliverables will be internally reviewed before submission to the City.We will log and respond to City review
comments on project deliverables, particularly milestone drawings and specifications.
Task 4 Deliverables
• Detailed project instructions
• Monthly progress reports with invoices, meeting minutes
• City review comment and response logs

Level of Effort and Compensation
The Jacobs team prepared the level of effort and fee estimate shown in Exhibit 2 based on the preliminary project
sheet list included as Attachment 1 and the following assumptions:
1. Required Environmental Assessment and Historical and Archeological Resources will be conducted by the City.
2 There are no known hazards substances,for example lead paint or asbestos,to be abated as part of the
Project.
3 Modification to the foundations of existing pump station is not required
4 The design will be based on the federal,state,and local codes and standards in effect on the effective date of
the authorization to proceed Any changes in these codes may necessitate a change in scope.
5. Site drawings will only be prepared for the areas where new facilities are to be constructed.
6. Supervisory Control and Data Acquisition(SCADA) and telemetry system integration will be performed under
separate contract during construction.
