PURPOSE: AUTHORIZE APPLICATION TO WISCONSIN DEPARTMENT OF
TRANSPORTATION FOR MULTIMODAL LOCAL SUPPLEMENT
PROGRAM FUNDING; ACCEPT FUNDS
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City Officials are hereby authorized to submit an application for a grant from the
Wisconsin Department of Transportation for the Multimodal Local Supplement Funding
program to provide funding for new multimodal transportation projects.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to execute any and all documents required by the Wisconsin Department of
Transportation for the purposes of same, and are further authorized and directed, if said
grant is awarded, to accept such funds pursuant to the terms of the grant application and
to fund new multimodal transportation projects with the funds.

for Multimodal Local Supplement Funding; Accept Funds
BACKGROUND
The State of Wisconsin 2019-21 biennial budget provides $75 million to local and tribal
governments in one-time general purpose revenue funding (GPR). The funds are available
through the Multimodal Local Supplement (MLS) program and may be used for multimodal
transportation projects on the local system The program reimburses up to ninety percent (90%)
of total eligible costs with local governments providing a minimum of ten percent (10%) cost
share.
MLS funding is available for new projects statewide related to.
• Roads
• Bridges
• Transit Capital and Facility Projects
• Bicycle and Pedestrian Accommodations
• Railroads
• Harbors
MLS funding is split between the following local government types:

For street projects, eligible costs include items such as• excavation; paving, pavement striping;
storm sewer necessary for street drainage;municipally-owned street lighting necessary for safety
purposes; and design engineering, only if performed by a consultant. Ineligible costs include
items such as• utility work (water, sewer, gas, electric, etc) and design engineering performed
by municipal staff.
ANALYSIS
The MLS program is a competitive grant program, meaning the City of Oshkosh (City)
applications will be competing with applications from all other Cities and Villages in the State of
Wisconsin for the roughly $18.5 million dollars allocated to Cities and Villages. Given the
significant infrastructure needs throughout the State of Wisconsin, Staff anticipates an
overwhelming number of applications will be submitted.
Based upon review of the application materials,Staff have determined the following projects will
be submitted for consideration by the MLS review committee.
• Snell Road Reconstruction from Jackson Street to Moser Street
• West 9th Avenue Reconstruction from Oakwood Road to Linden Oaks Drive
• East 9th Avenue Reconstruction from South Main Street to Pioneer Drive
• Wisconsin Street Reconstruction from West New York Avenue to Bent Avenue
FISCAL IMPACT
The MLS program funding provides up to a ninety percent(90%)reimbursement to local units of
government for the selected projects. This funding will provide a significant reduction in costs
to the City and adjacent property owners for a project,if awarded
If awarded funding through the MLS program, the City must provide the local match for the
grant funding, additional funding sources to make up this match are not allowed by the MLS
program. This resolution confirms the Common Council will commit the local match
RECOMMENDATIONS
Staff recommends approval of the resolution to authorize the submittal of applications and
commit the local match funding.
