HomeMy WebLinkAboutItem 7 - Lakeshore Historic Site OSHI<_OSH LANDMARKS COMMISSION TO: Landmarks Commission FROM: Steven Wiley, Staff Liaison DATE: November 61h,2019 SUBJECT: Item 7: Lakeshore Historic Site Signage -Discussion 1.) Initiated by: Allen Davis, Community Development Director This property is not a landmark or contributing structure but part of it was deemed eligible for inclusion on the National/State Registers by the UWM Cultural Resources Management team that worked on the site. The Commission can get involved with the creation of potential historic signs on the site and potentially nominating the site for inclusion on the National/State Registers. The Community Development Director has asked if Landmarks would like to install any historic plaques or makers in the vicinity of the Lakeshore Riverwalk like what was installed in the Center City area. 2.) Is the item related to an Historic District/contributing, listed individually, Landmarked or eligible? This property is part of the former Lakeshore Municipal Golf Course. In 2018 a portion of Lakeshore was sold to Oshkosh Corporation for the construction of Oshkosh Corporation's new Global Headquarters. The other portion of the site will become a public park. Before construction took place in the area,the City worked with a team from the University of Wisconsin-Milwaukee to document historic resources on the site. A portion of the site was deemed eligible for the National/State Registers by the UWM group that examined the site. 2a.) Does item conform with all Local, State, or other Ordinances, Statutes? The UWM group has been cataloguing their findings on the site and adhering to Wisconsin Historical Society standards. They have been working with the State. 2b.) Has the State Historical Society been notified or involved? Yes—the State has been involved and working with the UWM group. Staff reached out to Peggy Veregin at the Wisconsin Historical Society on June 41h. Staff asked via email on August 22nd,2019 to Peggy Veregin,Mark Buechel,and Joe DeRose if they had heard anything new about the site and especially the portion that the UWM group thought would be eligible for the National Register. Staff did not yet receive a response. 2c.)Are other organizations or entities involved? Potentially Oshkosh Corporation,UW-Oshkosh (History and Anthropology Depts., the Winnebago County Historical and Archaeological Society, and Oshkosh Public Museum). The City Parks Department and Smith Group are working together on a Lakeshore Park Master Plan for the site. If you are unable to attend this meeting,it is important to notify Steven Wiley (920-236-5062)in case a quorum cannot be attained. OSHI<_OSH LANDMARKS COMMISSION 3.) Are Historic Tax Credits applicable for this item? No 4.) Does this pertain to municipally-owned structures? The Lakeshore property where the markers would be installed is City-owned. 5.) What is the Commission priority #for this item? Ongoing projects and property owners that approach the Commission for input are a top priority of the Commission, along with other ongoing tasks. 5a.) Does the Commission have enough information for action(s)? The Commission does not yet have enough information but staff is working on obtaining more information. Staff will update the Commission upon hearing back from the WHS on steps for nominating the site for the National and State Registers. Discussion Considerations 1.) More research or follow up on Item? The Commission should discuss the item and determine what questions are important to follow up on. Staff will work on obtaining more information as needed and getting the Commission involved in the process. 2.) Evidence of"original"? Restore to what time period? The Commission will have to decide what time periods to focus on with potential signage. 3.) Replacement Materials: accepted by State Historical society? N/A 4.) Consideration of`undo hardship on ownersT Funding sources? Potential funding sources include money from the Riverwalk CIP to spend on signs/markers if someone develops a plan for their creation and installation this summer/fall,as part of the Riverwalk project. 5.) Take actions? The Commission can decide whether or not to move forward with taking on this project and potentially drafting up narratives for the signs. Shirley Brabender Mattox spoke to the consultant and Parks Department representatives along with the Advisory Parks Board, Sustainability Advisory Board,and Bicycle and Pedestrian Advisory Committee at the July 81h joint input meeting. She provided information and input from a Landmarks perspective. The Advisory Parks Board reviewed the Preferred Concept Plan at its October 215t,2019 meeting. The Plan Commission and Common Council would tentatively review the plan in December. If you are unable to attend this meeting,it is important to notify Steven Wiley (920-236-5062)in case a quorum cannot be attained. OSHI<-OSH LANDMARKS COMMISSION 6.) Follow up? The Community Development Director stated that he would like to see at least 2 markers regarding the archeological findings on the site. The Commission believes that the project is larger than 2 markers and would like to create an experience that people of different age groups,including children,can experience. The Winnebago County Historical and Archeological Society might be able to partner with Landmarks on this project.
