A REQUEST FOR A NO PARKING, STOPPING, STANDING, WAITING - BUS LOADING ZONE ON EAGLE STREET, WEST SIDE, FROM 420 FEET SOUTH OF TAFT AVENUE TO SOUTHLAND AVENUE BETWEEN 7:00 A.M. AND 4:30 P.M. ON SCHOOL DAYS (CURRENT CONDITION: NO PARKING, STOPPING, STANDING, WAITING — BUS LOADING ZONE, WEST SIDE, FROM 590 FEET SOUTH OF TAFT AVENUE TO SOUTHLAND AVENUE BETWEEN 7:00 A.M. AND 4:30 P.M. ON SCHOOL DAYS) This is a request from the Oshkosh Area School District and Oshkosh West High School administration. They use this area to load and unload buses for events at Alberta Kimball Auditorium. No parking in this area would also allow for safer and more efficient snow removal in this area. The Oshkosh West High School band also uses this area to load and unload equipment and sometimes park their trailer. Oshkosh West High School administration said they will find an alternate location for the band trailer to park on their property. Eagle Street is 44 feet wide. The Department of Transportations guidelines for considering parking restrictions on local streets are as follows: Street Width Less than 17 feet 17 to 24 feet 25 to 33 feet 34 feet and over I recommend approval. A REQUEST FOR NO PARKING ON MARION ROAD, SOUTH AND WEST SIDES, FROM PEARL AVENUE TO JACKSON STREET AND NO PARKING, NORTH AND EAST SIDE, FROM 238 FEET SOUTH OF PEARL TO 1,350 FEET WEST OF JACKSON STREET AND 4 -HOUR PARKING, NORTH SIDE, FROM 565 FEET WEST OF JACKSON STREET TO 1,350 FEET WEST OF JACKSON STREET Please contact the Traffic Review Advisory Board at TRAB(@.ci.oshko&h.wi.us with any questions or concerns. NO PARKING, SOUTH SIDE, FROM JACKSON STREET TO 565 FEET WEST OF JACKSON STREET. NO PARKING, EAST SIDE, FROM 238 FEET SOUTH OF PEARL AVENUE TO JACKSON STREET. 2 -HOUR PARKING, EAST SIDE, FROM PEARL AVENUE TO 238 FEET SOUTH BETWEEN 6:00 A.M. AND 6:00 P.M. MONDAY THROUGH FRIDAY. 4 -HOUR PARKNG, SOUTH SIDE, FROM 565 FEET WEST OF JACKSON STREET TO 1,550 FEET WEST OF JACKSON STREET) This is a request from a resident of the Rivers Phase II Apartment Complex. She states that residents of the Annex apartment complex, which are mostly students, are parking too close to the bus stop, fire hydrants and driveways on the south side of Marion Road. She also states that vehicles are left there much longer than 4 hours. Marion Road is 36 feet wide. Based on this, parking is warranted on at least one, if not both sides of the road. When the Rivers Complexes were built, the thought was to allow parking on the south side of Marion Road so visitors, who tended to be older, would not have to cross the street however; it doesn't appear that much on -street parking is needed for this purpose. The Amtex residents and visitors appear to use the on -street parking here. With the bus stop, fire hydrants, and more driveways on the south side of the road, it makes sense to move the on -street parking to the north side of the street. I recommend approval. 3. A REQUEST FOR A 2 OR 4 -WAY STOP INTERSECTION AT THE INTERSECTON OF WEST 10T11 AVENUE AND MINNESOTA STREET (CURRENT CONDITION: MINNESOTA STREET YIELDS TO WEST 10TH AVENUE) This is a request from Jefferson Elementary School, the Oshkosh Police Department (OPD) and some citizens. This intersection has become extremely congested before and after school. Smith School was closed this summer and Jefferson School absorbed those students. This has resulted in an increase in traffic dropping off and picking up students. OPD observed traffic on West 1011' Avenue not slowing for the crosswalk and traffic on Minnesota Street not sufficiently slowing/watching for pedestrians even though they have yield signs. The intersection has almost been functioning as a four way stop at times. TPAB AGENDA ITEMS 3 NOVEMEBER 2019 after school. There have been about a dozen kids and some staff that cross here. The school has been utilizing a student safety patrol to help kids cross at the intersection and this may still be needed even if stop signs are recommended and installed. This intersection is at the rear of the school so it isn t as busy as the intersection of Minnesota Street and West 1111' Avenue where we just implemented a 4 -way stop. THE WARRANTS FOR A 4 -WAY STOP INTERSECTION ARE: • Five or more reported crashes in a 12 -month period that are susceptible to correction by an all -way stop installation. These crashes include right- and left - tun collisions as well as right-angle collisions. • Traffic exceeds 300 vehicles per hour for at least eight (8) hours for the major street approaches, traffic exceeds 200 vehicles per hour for at least eight (8) hours on the minor street approaches, and traffic volumes are relatively equal in distribution. • Other considerations include the need to control left -turn conflicts, the need to control vehicle -pedestrian conflicts near locations that generate high pedestrian volumes, locations with limited ability to see conflicting traffic, and intersections of two residential neighborhood collector streets with similar design and operating characteristics. In the past 3 years there was only one crash at this intersection. The crash was caused by a semi that took a turn too tightly and backed into a car. Traffic volume is relatively light other than before and after school. The average daily traffic count is 790 on 1111' Avenue and 655 on Minnesota Street. The peak hour is from 7:00 a.m. to 8:00 a.m. with 156 vehicles on 1111i and 90 on Minnesota Street. A separate traffic count at the 101h/Mimmesota intersection was not performed but based on observations, it can be concluded that traffic volume at this intersection is the same or less than the intersection of 111h/Miruesota. The warrant for other considerations could be met as there are high pedestrian volumes at a location with limited ability to see oncoming traffic before and after school however; the intersection has low traffic volume the rest of the day. The warrants for a 2 -way stop intersection are similar to a 4 -way stop intersection. The Oshkosh Area School District superintendent and OPD asked that stop signs be considered at this intersection in addition to the recently passed 4 -way stop at West 1IPh Avenue and Minnesota Street. The superintendent also requested this item be expedited. Please contact the Traffic Review Advisory Board at TRAB(a.cLoshkosh.wLus with any questions or concerns. TPAB AGENDA ITEMS 4 NOVEMEBER 2019 I believe converting the yield signs to stop signs on Minnesota Street at 1011' Avenue makes sense and will help manage the traffic and pedestrian conflicts at this intersection. I recommend approval of a 2 -way stop intersection and could support a 4 -way stop intersection. STAFF STATEMENTS 4. OREGON STREET IS FULLY OPEN 5. THE CONVENTION CENTER NORTH/CEAPE PARKING LOT SHOULD REOPEN BY NOVEMBER STH 6. HAZEL STREET CONSTRUCTION IS NEAR COMPLETION 7.
