Call to Order Mr. Michelson called the meeting to order at 4:01 p.m. 2. Approval of August 15,2019 Meeting Minutes Ms. Redlin moved to approve August 15, 2019 meeting minutes as amended and Mr. BellCorelli seconded the motion. Motion carried unanimously. 3. Capital Improvement Program Funding-Discussion/Action At the June meeting, Mr. Michelson presented a draft letter expressing the wishes of the Bicycle and Pedestrian Advisory Committee regarding certain capital improvement projects and how they are prioritized in the city budget. At the July meeting,Mr. Michelson made a motion recommending the section of trail between Melvin Avenue and Nevada Avenue to be evaluated for improvements and funding through the Capital Improvement Program (CIP). The motion requested that this item be prioritized in the CIP. Mr. BellCorelli seconded the motion and the motion carried unanimously. It was requested by the committee, that this motion be brought to the attention of the Parks Department and Advisory Parks Board. Ms. Naudziunas explained at the August meeting that she has sent a memo explaining the committee wishes and history of this topic. At the September meeting, the committee discussed the memo that Ms. Naudziunas drafted. 4. Bicycle and Pedestrian Master Plan update Ms. Naudziunas explained that she is still working on formatting and editing the final document draft. The committee reviewed the draft maps and made comments to staff. Ms. Naudziunas explained that at the October meeting the committee will receive a full draft of the documents. 5. Agenda Items for the Future Meeting(s) The committee expressed an interest in continuing to review chapters from the Bike and Pedestrian Master Plan. The committee requests to keep an on-going list of potential agenda items to help keep track of ideas, this list will be found on each agenda. 6. Adjournment Mr. Redlin moved to adjourn the meeting and Mr. BellCorelli seconded the motion. Motion carried unanimously at 5:29 p.m. Recorded by Alexa Naudziunas, Associate Planner . t Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Pedestrian and Bicycle Advisory Committee DATE: August 13, 2019 RE: Capital Improvement Program—Pedestrian and Bicycle Advisory Committee Request for Menominee Park Trail BACKGROUND The Pedestrian and Bicycle Advisory Committee has requested that staff formally communicate the priorities of the committee, one of which being the condition and maintenance of a trail section in Menominee Park between Melvin Avenue and Nevada Avenue. As a result of several discussions regarding the trail section, the committee decided to take action in the form of a written request. At the July 1St"2019 Pedestrian and Bicycle Advisory Committee meeting, a motion was unanimously passed stating the following: "The Pedestrian and Bicycle Advisory Committee would like to recommend to Common Council and the Advisory Parks Board to prioritize funding in the Capital Improvement Program for repairing or replacing the trail section in Menominee Park between Melvin Avenue and Nevada Avenue. " ANALYSIS The trail is a central connection in Menominee Park and is considered a neighborhood asset for the three recognized neighborhood associations that border the park. It is a well utilized trail and appreciated by users. However, the trail has periodic standing water as well as uneven or warped surfacing. The committee understands that the trail section would need to be evaluated to determine the cause of the stated issues and potential solutions. FISCAL IMPACT The fiscal impact would need to be determined after the trail has been evaluated.
