HomeMy WebLinkAboutMinutes STORM WATER UTILITY COMMITTEE Minutes December 12, 2013 Present: Paul Janty; Kyle Clark; Sean Butler; Maureen Muldoon (arrived 7:40, excused at 8:30) Absent: John Kiefer Also Present: Steve Gohde, Assistant Director of Public Works; James Rabe, Civil Engineering Supervisor; Chuck Boehm, AECOM; and Jim Bachhuber, Brown and Caldwell I.Call to Order. A. Vice-Chair Butler called the meeting to order at 7:36 am. II. Approval of November 7, 2013 Meeting Minutes. A. Mr. Clark moved to approve the minutes as presented. Mr. Janty seconded. Approved (3-0). III. Discussion of Future Meeting Dates and Times. A. Future Committee meeting dates were tentatively scheduled for January 16, 2014 and February 20, 2014 at 7:30 a.m. in Room 404 of City Hall. IV. Recommend Establishment of the 2014 Storm Water Utility Rate. A. Mr. Rabe reviewed the 2014 CIP projects and the rates proposed. An annual rate of $122.93 was identified by Ehlers to support this budget. Mr. Rabe recommended a rate of $122.92 for purposes of easier quarterly billing. B. Mr. Janty moved to approve recommendation of the rate stated by Mr. Rabe, as recalculated by removing the Washburn Water Quality Basin project ($500,000) from the 2014 budget. Mr. Janty stated that flood management is his highest priority, and TSS reduction is second. Mr. Janty stated that we need to keep rates as low as possible. C. Mr. Clark seconded the motion. D. Ms. Muldoon asked how much impact the reduction of $500,000 would have on the rate. Mr. Rabe conducted a rough calculation and reported that the revised rate would be about $1.47 / ERU lower than proposed by Ehlers. Thus, the revised rate would be about $121.46. The rate will be verified prior to presentation to the Common Council. E. Approved (4 0). V. Review Updated Information and Education Materials. A. Mr. Bachhuber distributed the most recent version of the storm water information brochure for further discussion. B. Mr. Janty commented on the graph showing the total miles of new storm sewer pipe built by the City. He requested that the total number of storm sewer miles for each year be added in a text format near each corresponding bar. C. Mr. Bachhuber pointed out a few edits to the text of the brochure, which were incorporated. Storm Water Utility Committee Minutes 12-12-2013 Page 1 of 2 D. Ms. Muldoon recommended the caption to the photo of an informational sign be revised to read: Look for these educational signs at other storm E. There were no other comments on the information brochure. The comments will be incorporated by AECOM, and the final product will be delivered to Mr. Rabe for printing by the City. F. Mr. Bachhuber distributed the progress maps for review and discussion by the Committee. G. Mr. Rabe stated that the street CIP status needs to be updated to reflect the current projects identified for the 2014 2018 period. H. Ms. Muldoon asked how the maps would be used and where they would be displayed. I. Mr. Rabe suggested that at a minimum the maps would go on the website. J. Mr. Gohde also suggested the maps be posted on City Hall bulletin boards. K. Mr. Clark stated that an informational package, with the maps, would likely go to Council. L. Ms. Muldoon asked how often the maps would be updated. M. Mr. Rabe stated that the maps would likely be updated annually. N. The Committee consensus was that the maps (as revised) are helpful and should be used by City staff as needed. VI. Review Project Prioritization for 2015 Capital Improvement Program. A. Mr. Rabe handed out the 2015 CIP projects as currently proposed. Mr. Rabe stated that the Washburn Basin construction would be removed from the 2015 schedule because the design and land acquisition were recommended to be rescheduled from the 2014 budget. B. The Committee recommended that the Washburn Basin design and land acquisition costs be budgeted in 2016. C. The 2015 CIP handout did not include the Ripon Lane, Bismarck Avenue, and Foster Street projects (a total of about $250,000). These projects will be added into the 2015 budget. D. Mr. Rabe stated that the 2015 CIP budget should also be revised to add the $250,000 design costs of the Libbey / Nicolet storm water basin project (moved from the 2014 CIP budget), and remove the Libbey / Nicolet construction budgeted amount. E. Mr. Janty asked if the Gallups / Merritts Creek Study budget number is reflective of actual costs that the City is seeing. Mr. Rabe commented that this particular project may be lower than the current budget estimate. VII. Discussion of Future Meeting Agenda Items. A. Mr. Janty asked to discuss the Stringham Creek Watershed Storm Water Management Plan project. Mr. Rabe replied that this project will commence in 2014. B. Mr. Janty asked if it was possible to see the ages of storm sewer pipes that are being replaced during City street projects. VIII. Adjournment. There being no other business before the Committee, and upon being duly moved and seconded (Mr. Janty / Mr. Clark), the meeting was adjourned at 8:41 am.
