HomeMy WebLinkAboutMinutes STORMWATER UTILITY COMMITTEE MINUTES April 28, 2011 Present: John Kiefer, Sean Butler, and Paul Janty, Thomas Wirtz, Maureen Muldoon Absent: Also Present: Jim Bachhuber, AECOM; Mike Wegner, AECOM; Steve Gohde, Assistant Director of Public Works; James Rabe, Civil Engineer II I.Call to Order. A. Chairman Kiefer called the meeting to order at 7:35 a.m. II. Discussion of Future Meeting Dates and Times. A. The next meeting was previously tentatively scheduled for June 9, 2011 at 7:30 in Room 404 of City Hall. B. Mr. Wirtz indicated that his term on the Committee is over on June 1, and he will not be requesting another term. III. Approval of March 17, 2011 Meeting Minutes. A. Ms. Muldoon pointed out some typographical errors in the March 17, 2011 minutes. B. Mr. Patek noted the date listed at the top of the minutes was incorrectly shown as January 27, 2011. C. Mr. Butler moved to approve the minutes as amended. Mr. Janty seconded. Motion carried (5-0). IV. Update on Wisconsin Department of Natural Resources Targeted Runoff Management or Urban Non-Point Source & Storm Water Grant Application. A. Mr. Bachhuber provided an update on the application status of the DNR UNPS Grant Application for an update to the City Wide Storm Water Management Plan. This will be a planning level grant application, similar in nature to the planning level grant that was received in 2004 for the development of the original plan. B. Mr. Rabe explained the original Storm Water Management Plan was started approximately 8 years ago, and finished approximately 4 years ago. C. Mr. Bachhuber and Mr. Rabe explained that the plan update will take into account new policies and practices implemented by the Wisconsin Department of Natural Resources (DNR). The plan update will also include field analysis of the soil infiltration rates of streets with grass swales (ditches). Past experience has shown that field testing of the infiltration rates proves higher rates that DNR allowed rates without testing. This increased infiltration rate provides an increase in pollutant removal rates. D. Mr. Bachhuber explained that the grant is a 70% State funding, 30% Local funding grant, with an $85,000 maximum grant amount. E. Ms. Muldoon asked if the state would be funding this program with the state budget status. A copy of a draft letter of support from the Committee for the grant application was included with the materials distributed via email prior to the meeting. The grant application scores points for obtaining letters of support for the project. G. prior success in the program. Mr. Rabe indicated that the program is based upon competitive scoring. The Ci H. Mr. Rabe and Mr. Bachhuber explained that the application is due to the State of Wisconsin on May 2, 2011. The short timeframe for submitting the application is due to DNR delays in distributing application materials. I. Mr. Janty moved to approve submitting a Storm Water Utility Committee Letter of Support for the grant application. Mr. Butler seconded the motion. Motion carried (5-0). V. Review of Oshkosh North High School Area Detention Basin Information and Educational Signage. A. Mr. Bachhuber brought hard copies of the example signs that were distributed via email prior to the meeting. B. C. Mr. Butler asked how locations for the signs at the detention basin locations would be chosen. Mr. Rabe explained that the signage would need to comply with Zoning Ordinance requirements. These requirements would govern the placement and size of the signs. Mr. Gohde further explained that some locations may require variances for size and location based upon the zoning. D. Mr. Janty explained that the signs should include a brief explanation of why the location of the detention basin was chosen versus other potential locations. E. The Committee generally felt the landscape orientation was better than the portrait orientation for the signs. F. The Committee questioned how the signs would be constructed. Mr. Bachhuber explained that having a discussion with sign manufacturers to obtain input on construction to ensure the durability that all feel is necessary is obtained. G. Mr. Bachhuber asked if the City has any sign standards. Mr. Gohde explained that the Parks Department has some current signs. H. locations have consistency between them. I. Of the example pictures that Mr. Bachhuber distributed, the Committee generally preferred Examples 4 and 5. VI. Review of Storm Water Utility Information and Educational Brochure. A. When the Storm Water Utility was being developed in 2003, an information brochure was developed explaining the purpose of the Utility and how charges would be calculated. Staff felt it important to discuss with the Committee the type of content to be included in the brochure before proceeding further with a layout design. B. Mr. Janty asked how the brochure would be distributed. Mr. Rabe explained that distribution would likely be through display boards (information centers throughout City Hall for example), the Storm Water Utility Webpage, and through utility mailings. C. Mr. Janty felt more information relating to how the City targets storm sewer replacement by age and need for size increase should be added to the brochure. \\\\OSHKOSH06\\Departments\\Engineering\\Storm Water Information\\Storm Water Page 2 of 4 Utility Committee\\2011\\Storm Water Utility Committee Minutes 04-28-11.doc D. Mr. Kiefer felt some information relating to how much has been accomplished since the implementation of the Storm Water Utility should be added. E. Ms. Muldoon felt it would be valuable to explain how the pollution to the lake and river is being decreased through the increase in street sweeping and catch basin cleaning. F. The Committee asked if future versions could have both the Word and PDF documents distributed to help the members in electronically making comments. G. Ms. Muldoon asked for information relating to how the Utility funds are being utilized on the projects. VII. Update on Sawyer Creek Watershed Storm Water Management Projects. A. James Road Area Detention Basin i. Mr. Rabe explained that the appraisal has been completed for the agricultural land. ii. Mr. Rabe also explained that the acquisition specialist working for the City is proceeding with the next steps of the process. iii. Mr. Rabe further explained that Mr. Patek, Director of Public Works has discussed the n relating to the information contained within the AIS with City Manager Mark Rohloff. Mr. Rohloff is planning to have staff prepare some additional information on this topic. B. North Westfield Street Area i. Mr. Rabe explained that Strand Associates has been hired to perform design services related to the North Westfield Street Bridge over Sawyer Creek. A Public Informational Meeting is being scheduled for Monday, May 9, 2011 to provide information regarding the design of the bridge and the scheduling of construction for this summer / fall. ii. Mr. Rabe also explained that based upon the hydraulic and hydrologic analysis performed as a part of the bridge design, it has been determined that the stream dredging project will have a positive impact on flow through this area. Therefore, staff will be proceeding with hiring Strand Associates to prepare plans and specifications for the stream dredging project. It is currently anticipated that work on this project will commence this fall / winter. VIII. Update on Campbell Creek Watershed Storm Water Management Projects. A. Tipler Conveyance Upgrades Project i. Mr. Rabe explained that the Contractor started work on this project earlier in the week. They have started with performing exploratory digging to clearly identify the location of existing utilities that may prove to be conflicts for the construction of the storm sewer conveyance upgrades. After that work is complete, there will be some sanitary sewer relay and water main relay work done prior to starting the storm sewer work. It is currently anticipated that the box culvert construction will begin next week B. Westhaven Clubhouse Area Detention Basin i. Mr. Rabe explained that the design work is progressing for the construction of the Westhaven Clubhouse Area Detention Basin, and associated storm sewer upgrades in the vicinity of Westhaven Circle and Newport Court. It is currently anticipated that this project will be out for bids in June of this year, with construction anticipated to start in July or August of this year. \\\\OSHKOSH06\\Departments\\Engineering\\Storm Water Information\\Storm Water Page 3 of 4 Utility Committee\\2011\\Storm Water Utility Committee Minutes 04-28-11.doc ii. Mr. Kiefer explained that the youth baseball leagues utilizing the Westhaven Park site have experienced some issues with drainage troubles. He asked if the fill from this project could be utilized to help the drainage issues. Mr. Gohde explained that the Department of Public Works generates a lot of potential fill material with all the construction taking place. This material is available for the Parks Department to utilize if they would desire. th C. 9 and Washburn Area Detention Basin i. Mr. Rabe explained that staff is currently working with acquisition specialists for the th acquisition of the parcels related to the 9 and Washburn Area Detention Basin. It is currently expected that design work will begin on this project in the fall of 2011 with construction starting in late spring early summer of 2012. D. Armory Area Detention Basin i. Mr. Rabe explained that staff is currently working with acquisition specialists for the acquisition of the parcels related to the Armory Area Detention Basin. It is currently expected that the design work will being on this project in the summer of 2011 with construction starting in early spring of 2012. IX. Adjournment. A.
