STORM WATER UTILITY COMMITTEE Minutes
October 20, 2016
Present: John Kiefer, Paul Janty, Sean Butler, and Maureen Muldoon
Absent: Kyle Clark (arrived 7:40).
Also Present: John Ferris, Civil Engineering Supervisor - Storm Water Utility; Steve Gohde,
Assistant Director of Public Works; Jim Bachhuber, Brown and Caldwell
I.Call to Order.
A. Mr. Kiefer called the meeting to order at 7:37 am.
II. Discussion of Future Meeting Dates and Times.
A. Future meeting dates were scheduled for November 17, and December 15 (2016), and
January 19, 2017 at 7:30 am in room 404 of City Hall.
III. Approval of September 15, 2016 Meeting Minutes.
A. Motion by Ms. Muldoon, seconded by Mr. Butler, for approval of the September 15, 2016
meeting minutes. Approved (4-0)

IV. Review and Approval of Basin Signs for Armory and 9 & Washburn Basins.
A. Mr. Ferris provided handouts of the draft public information signs. Mr. Ferris stated that the

City logo needs to be updated. Also, the watershed indications on the 9 and Washburn sign
needs to be corrected.
B. Ms. Muldoon provided the following comments on the Armory sign.
1. Recommended that the statement regarding volume of storage in gallons should be
converted to a rain depth.
2. Several grammar recommendations for text in the section titles You Can Help Reduce
Stormwater Pollution By: box.
3. to the statement below the map. Also specify the amount
of grants and the sources of the grants for each sign.
C. Mr. Janty asked how many signs will be established. Mr. Ferris replied there will be one sign
at each basin.
D. Mr. Ferris thanked the committee for the comments and stated that the comments that the
committee provided would be reflected in the final version of the signs.
V. Review Completed Sawyer Creek Infrastructure Improvements.
A. Before discussing the Sawyer Creek topic, Mr. Ferris reviewed a draft map for information
only that showed new storm sewers constructed between 2010 2015 and the drainage areas
that were benefiting by the new storm sewers. There will be many more revisions to the map
and will be brought back to the Stormwater Utility Committee at a future meeting for further
discussion.
B. Mr. Ferris then presented the infrastructure improvements in the Sawyer Creek watershed
that have been implemented by the City to reduce flooding.
projects required the City to update the regulated floodplain for Sawyer Creek. DNR
understood that the City would defer remapping until all of the projects in Sawyer Creek had
been completed. Now that the major infrastructure projects have been completed, the City is
initiating the final modeling of the Sawyer Creek Floodplain to comply with state and federal
requirements.

VI. Review Concept of Flood Storage Districts.
A. Mr. Ferris referred to a table in the Committees packet that showed the results of floodplain
modeling and mapping under severaldifferent modeling assumptions..
B. The draft model results show the areas of floodway and floodplain using current FEMA data,
with the floodplain boundary used more detailed topographic LIDAR data (Condition 4 on
the table).
C. Mr. Ferris then showed the model results accounting for the implemented projects (Condition
5).
D. Districts
may adopt ordinance language to establish the FS Districts which would prevent placing any
material in the identified districts without providing an equivalent excavation to offset the
placement of the fill material. If the FS Districts are adopted, the FS Districts would also be
adopted by the County zoning. Mr. Ferris explained that the FS District makes sure the
current level of flood storage occurring in the upper reached of the watershed remains in
place.
E. These same restrictions of the FS Districts would apply to the newly mapped floodplain areas
within the City.
F. Mr. Janty asked why this work was being done. Mr. Ferris replied that the City needs to
as the result of
the many infrastructure improvements to the Sawyer Creek Floodplain.
G. that is
planned to eventually be constructed in the Sawyer Creek watershed. Rural #2 would be
similar to the James Road basin but would be constructed on a different branch of Sawyer
Creek. The benefits of this basin, when constructed was reflected under Condition 8 in the
table.
VII. Review and Recommend Approval of Approach of Flood Storage Districts in Sawyer Creek
to Minimize Flood Impacts to the City of Oshkosh.
A. Mr. Butler moved approval of the approach. Seconded by Mr. Clark. Approved 5-0.
VIII. Discussion of Future Meeting Agenda Items.
A. The identified topics for future agendas are:
i. Discussion on resiliency and progress of flood reduction
improvements over the last 15 years.
ii. Sawyer Creek update.
iii. Discussion on October 17, 2016 Ehlers report.
iv. Include how much debt service is reasonable for the SWU and how Oshkosh compares to
other SW Utilities in Wisconsin.
v. A comparison of how TMDLs have impacted rates in other cities.
vi. Illicit Discharges. Mr. Janty asked to make this a standing agenda item.
vii. Maintenance plan for existing BMPs.
VIII. Adjournment.
There being no other business before the committee, and upon being duly moved and seconded
(Mr. Butler / Clark), the meeting was adjourned at 8:47 am.
