A.Mr.Kiefercalled the meeting to order at7:35am. II.Discussion of Future Meeting Dates and Times. A.Future meeting were tentatively scheduled for May 26, and June 25, 2015 at 7:30 am in Room 404 of City Hall. III.Approval ofMarch19,2015Meeting Minutes. A.Mr. Clark moved to approve the minutes, as presented, seconded by Mr. Butler. Motion carried (4–0). IV.Presentation of Service Award. A.Mr. Rabe and Mr. Gohde acknowledgedand congratulatedMr. Butlerfor his10 years of service on the StormWater Utility Committee.A plaque recognizing this achievement was presented to Mr. Butler. V.Discussion of Future Meeting Agenda Items. A.The following topics wereproposed: i.Information / Education program update. ii.Utility fee credit appeal (at the May meeting).Mr. Rabe will provide the Committee with the procedures for the appeals process.Mr. Janty requested that if possible the City attorney should attend the meeting. iii.Mr. Janty asked for a topic on status of storm water utility paymentsand non-payments over the past several years. iv.Draft 2016 CIP. VI.Citywide Storm Water Management Plan Update Presentation. A.Mr. Rabe explained that the Plan Update was focused on stormwater pollution and updating the city’s stormwater ordinances to meet new staterequirements. The study waspartially funded by a state grant (about 60% state support). B.Mr. Rabe introduced Chuck Boehm and Ashley Leisgangfrom AECOM to conduct the presentation. C.Mr.Boehm,and Ms. Leisgang presented a summaryof the study and results(handouts were available). D.Mr. Janty asked how accurate the modeled pollutant loads are. Mr. Boehm and Mr. Rabe replied that the modeling results are based onWisconsin Department of Natural Resources (WDNR)guidelines and land conditions fromtheCity’sGIS. Mr. Boehm added that all the I:\\Engineering\\James\\Storm Water Utility Committee\\2015\\04-23-2015\\AgendaPage1of4 Discussion 04-23-2015.docx affected cities are using the same tools and guidelines and thus the results for Oshkosh are relatively comparable to other cities. E.Mr. Janty asked if there has been any litigation regarding the model use. Mr. Rabe replied that he is not aware of any litigation. F.Mr. Janty asked whothe audience for this presentation is. Mr. Rabe replied that for today’s purpose the audience is the Committee. In the future, other groups such astheCouncil will be informed. Other public stakeholders will be targeted down the road. G.Mr. Butler asked if theTotal Maximum Daily Load (TMDL)will impact specific industries. Mr. Boehm respondedthat unless the industry has its own wastewater facility, their storm water becomes part of the City’s management program. H.Mr. Butler asked what pollutants are included in the TMDL. Mr. Rabe replied that it depends on what pollutants are causing impairments to a particular waterbody. Right now, the Upper Fox TMDLfocusesonTotal Suspended Solids (TSS)andTotal Phosphorus (TP). I.Mr. Clark asked for a PDF file of just the Figure 4-13for easier viewing. J.Mr. Janty asked how does the study incorporatethe streetimprovementsand flood management measures the City has taken? Mr. Rabe replied that each stormwater project that includes a water pollution control component (including street reconstruction that incorporatescatch basin sumps), are accounted for in the modeling effort. K.Mr. Janty asked how the current pollution control levels of Oshkosh compare with other Cities–Appleton for example. Mr. Boehm replied that the City of Appleton is about at 37% TSS control level and Oshkosh is currently at 29% TSS control level. L.Mr. Janty askedwhy UW-O and the County are excluded from the analysis, but other entities are not(such as the state prison)? Mr. Rabe replied thatthe process on including and excluding areas of city responsibilityis basedon the state’spolicies andrules. M.Mr. Kiefer asked whatthe “date” of this analysis is. Mr. Boehm replied it accounted for practices in place as of 2013. VII.Update onCapital Improvement Program Project Statuses. A.Mr.Rabe summarized about thestatus ofseveralcurrent projects: Southwest Industrial Park Expansion (2013 CIP):The City Contractor, Dorner, Inc. continues working on the mass site grading for the expansion of the Southwest Industrial Park. This expansion includes the Global Parkway crossing of the Wisconsin Southern Railroad Tracks, and continues out to Clairville Road. The work is highly visible from the th back side of the 20Avenue YMCA. Armory Area Wet Detention Basin (2014 CIP):Construction was completed on the Armory Area Wet Detention Basin in 2014. The planting of the wetland plant plugs on the safety shelf, as well as tree and shrub planting around the surface of the detention basin will occur as soon as plants are ready to be planted in the spring of 2015. The latest estimate from the landscaping sub-contractor is mid-May before they can complete that work. Glatz Creek Relief Sewer (2014 CIP):City staff continue coordination with Wittman Regional Airport staff for the next stage of construction of the Glatz Creek Relief Sewer. It is anticipated that this large diameter storm sewer will be constructed in conjunction with an upcoming airport taxiway reconstruction project. The project is currently anticipated to begin following Air Venture 2015, but the actual start date will be dependent on the timing of federal funds for the airport portion of the project. Notice was published in the Oshkosh th Northwestern on April 11. There is a 30-day public comment period that starts on the date of publication. th DNR issued Wetland Mitigation Credit Purchase Authorization on April 17. The wetland mitigation credits must be purchased prior to issuance of the permit that authorizes wetland disturbance. Common Council will be acting on the request to purchase the wetland th mitigation credits from the Wisconsin Wetland Conservation Trust (WCCT) on April 28. Contract 15-04: Concrete Paving and Utilities (2015 CIP):This contract includes East Parkway Avenue and Mount Vernon Street. Wisconsin Public Service began work on their utility reconstruction work approximately 4 weeks ago. The City Contractor, Carl Bowers th & Sons Construction Co., Inc. began work on April20. The Storm Water Utility CIP budgeted $2,234,000 for this project. The construction cost, including engineering came to $1,722,597. The original project estimate included underground detention within the Parkway Avenue right-of-way west of the railroad tracks. That strategy has changed, and staff are in negotiations with the Canadian National Railroad to purchase vacant land to the west of the tracks between Parkway Avenue and Irving Avenue to construct a dry detention basin similar to the BaldwinDetention Basin. Contract 15-05: Concrete Paving and Utilities (2015 CIP):This contract includes West New York Avenue and Custer Avenue. Wisconsin Public Service began work on their utility reconstruction work approximately 4 weeks ago. The City Contractor, Jossart th Brothers, Inc. began work on April 13. The Storm Water Utility CIP budgeted $1,380,100 for this project. The construction cost, including engineering came to $923,410. Fernau Avenue Watershed–North Main Street Area Wet Detention Basin (2015 CIP): The Department of Agriculture, Trade and Consumer Protection (DATCP) completed and th published the Agricultural Impact Statement (AIS) on April 10. The City is not allowed to begin negotiating the acquisition with the current property owner until 30 days after the publication of the AIS. Meanwhile, design work continues for the project. Libbey / Nicolet Watersheds-North Main Street Area Detention Basin (2015 CIP): AECOM has been selected to perform the design services for this contract. City staff and AECOM staff are currently working through the scope of services required to complete this work. We anticipate completing this, and getting started on the design work in the next month. Construction of this project is scheduled for 2016and will be included in the 2016 CIP. Gallups/Merritts Creek Watershed Study (2015 CIP):Brown and Caldwell has been selected to perform the detailed planning level study for the Gallups/Merritts Creek Watershed. City staff and Brown and Caldwell staffare currently working through the scope of services required to complete this work. We anticipate completing this, and getting started on the work in the next month. Mr. Janty seconded the motion. Motion carried (3-1) with Mr. Kiefer voting in opposition. IX.Adjournment.
