STORM WATER UTILITY COMMITTEE Minutes
February 12, 2015

I. Call to Order.
A. Mr. Clark called the meeting to order at 7:35 am.
II. Discussion of Future Meeting Dates and Times.
A. Future meetings are scheduled for March 19, 2015, and April 23, 2015 at 7:30 am in
Room 404 of City Hall.
III. Approval of December 11, 2014 Meeting Minutes.
A. Mr. Janty moved to approve the minutes, as amended, seconded by Ms. Muldoon.
Motion carried (3 0).
IV. Discussion of Future Meeting Agenda Items.
A. The following topics were proposed:
i. WDNR MS4 Annual Report.
ii. City-wide storm water plan update.
iii. Ms. Muldoon requested a topic regarding ongoing education / outreach efforts.
iv. Mr. Janty asked for a topic on status of storm water utility payments and
nonpayments over the past several years.
v. Mr. Janty asked about when the draft 2016 CIP may be available.
vi. Mr. Clark asked for a list of storm water construction projects for 2015,
budgeted costs, and bid award costs when available.
vii. Fernau watershed project update.
V. Fox/ Wolf Watershed Alliance Annual Conference Update.
A. Mr. Rabe reported that the Fox Wolf Watershed Alliance annual conference is being
held in Oshkosh on March 3 4, 2015. The City of Oshkosh will be opening the
conference with a session on how the City incorporates water resources and storm
water management with economic growth.
B. Mr. Janty asked if agenda is available. Mr. Rabe will send this to the committee
members. Mr. Janty asked if registration could be covered by City. Mr. Rabe will
look into this.
VI. Presentation Regarding 2014 Illicit Discharge Outfall Screening.
A. Mr. Rabe introduced Brian Wayner and Jason Weis from OMNNI who conduct the
annual storm sewer outfall screening program for the City.
B. Mr. Wayner presented a summary of the findings from the 2014 screening. A hard
copy of his presentation as distributed to the committee.
C. Ms. Muldoon asked if the manholes with gross solids have a correlation with the
nearby land use. Mr. Wayner explained that the sources of the gross solids are still
under investigation.
D. Mr. Janty asked who owns the database for the information. Mr. Wayner replied that
the city owns the database.
E. Mr. Janty asked for how many hours OMNNI spends on the inspection program. Mr.
Wayner replies about 100 120 hours per year.
F. Mr. Janty asked how Oshkosh compares to other cities being inspected, as far as
stormwater quality and outfall conditions. Mr. Wayner explained that Oshkosh has
more gross solids issues, probably because of the number of submerged outfalls in the
city traps the floatables in the manholes, but otherwise the City of Oshkosh is very
comparable to the other municipalities they perform this work for.
VII. Review of Draft 2014 Wisconsin Department of Natural Resources Storm Water
Program (MS4) Annual Report.
A. Mr. Rabe summarized the draft annual report, which is prepared every year according
to State requirements. Mr. Rabe stated that report is not 100% complete yet. Mr. Rabe
explained that the software output is not included at this time because the software
company is no longer in business and annual reports would not print properly. The
information is still available through a database program, and the overall form of the
report will be different from previous years due to the software challenges.
B. Mr. Clark asked about changes in the form for 2014. Mr. Rabe explained that the City
received the new MS4 permit in May 2014. The DNR revised annual report to reflect
changes in the MS4 Permit. Examples include more winter road management
information requested, and municipal facility stormwater information requested.
C. Mr. Rabe reported that the latest update to the City-wide stormwater plan has been
completed. The updated modeling show the current TSS control is at 29% reduction
for the city.
VIII. Adjournment.
There being no other business before the committee, and upon being duly moved and
seconded (Ms. Muldoon / Mr. Janty), the meeting was adjourned at 8:35 a.m.
