STORM WATER UTILITY COMMITTEE Minutes
July 13, 2017
Present: Paul Janty, Maureen Muldoon, Sean Butler, and Kyle Clark

I.Call to Order.
A. Mr. Butler called the meeting to order at 7:33 am.
II. Discussion of Future Meeting Dates and Times.
A. Future meeting dates are scheduled for August 17, September 21, and October 19, 2017 at
7:30 am in room 404 of City Hall.
III. Approval of June 1, 2017 Meeting Minutes.
A. Mr. Clark moved to approve the June 1, 2017 minutes. Seconded by Mr. Janty. Approved
(4-0).
IV. Program Updates.
A. Mr. Ferris stated that the City received a letter from the Wisconsin League of Municipalities
regarding the Fall Leaf Management program support. The support for the proposed USGS
study would be funded by the MS4s in the . The requested
support amount from each MS4 is $2,000 / year for three years. Mr. Rohloff responded to
the League that the City of Oshkosh would provide the requested support. Mr. Ferris also
emailed the USGS that the City of Oshkosh would be willing to serve as a pilot test site. Jim
Bachhuber will follow-up with a call to the USGS, and request the USGS contact Maureen
Muldoon regarding the potential for UW-O support for some of the monitoring field work.
B. Mr. Ferris updated the Committee on the storm sewer inlet markers which are on order at this
time
program. Mr. Ferris suggested that the SWU Committee may want to consider a Water
Champion program for the City.

stormwater compliance. The City may want to revise their approach and this issue is further
discussed in Section VI below.
D. On June 12th, the City received within about 3 hours which resulted in some
street flooding. Mr. Ferris discussed this topic in more detail under Section VI (below).
E. An illicit discharge was discovered June 19th s streets. The source was tracked
to a Waste Management truck and a load from the Wisconsin State Correction Facility
dumpster. The tracked material was determined to be beet juice. The City notified DNR and
it was decided to not attempt removeing the juice as it presented minimal harm to the water
resources.
F. Mr. Ferris reported the mini-storm sewer program starts July 24th.

G. Mr. Ferris reported the South Park project construction has begun. Some tree removal is
underway and there were several citizen complaints. Mr. Janty asked if there will be tree
replacements. Mr. Ferris replied that there are tree plantings in the project design. Mr. Janty
suggested that the replacement trees be as mature as feasible for quicker shade establishment.
Mr. Gohde explained that the smaller trees actually respond better to re-planting and in 2 3
H. On the Bayshore Street project a burial site was discovered. The site is being investigated by
Native representatives and UW-Milwaukee. The remains have been exhumed.
V. Review Progress of the Storm Water Utility.
A. C
showed locations of storm sewers, and detention basin improvements. A second map
showed location of citizen flooding complaints from the June 12, 2017 rain event. Overall,
the complaints occurred in locations that have not received stormwater improvement
projects. The June 12, 2017 rain event was approximately equal to a 10 - 25 year, 3-hour
duration rain event.
B. Mr. Janty asked how this map information can get out to the residents of the City. Mr. Ferris
responded that the maps are put on the website, however other social media outlets would be
better.
VI. Recommend Project(s) for Great Lakes Commission Green Infrastructure Grant.
A. Mr. Ferris presented four suggestions for a $20,000 grant application to the Great Lakes
Commission GI Grant program.
1. Use of the Fernau Basin as a source of non-potable bulk water supply for contractors or
other city uses (such as irrigation, and dust control).
2. Prairie Treatment demonstration project at the Coughlin Center parking lot.
3. N. Main Street).
4. Design Guide program for developers and site engineers to use for
stormwater controls on private development.
B. Mr. Butler asked if the Design Guide project could be done with or without a grant. Mr.
Ferris agreed that this could be done with some funding from the City
C. Mr. Janty moved, seconded by Mr. Clark that the City submit a grant application for the
Design Guide project. (Approved 4-0).
VII. Discussion of Modeling Approaches MS4 vs TMDL.
A. Mr. Butler recommended this topic for a future meeting.
VIII. Review Discussion of Future Meeting of Agenda Items.
A. Mr. Janty recommended an analysis of accomplishments and how the
Citycompares to other Utilities.
B. Discussion of 2018 CIP projects and budget impacts. Mr. Butler requested that in the future
the Committee should have more lead time for budget considerations. Mr. Gohde suggested
that a budget discussion could be included in the August meeting even though the CIP budget

will be formally submitted to the Finance Department before the August meeting. Mr. Janty
requested an email with budget information.
IX. Adjournment.
There being no other business before the Committee, and upon being duly moved and seconded
(Ms. Muldoon/Mr. Clark), the meeting was adjourned at 8:58 am.
