STORM WATER UTILITY COMMITTEE Minutes
October 19, 2017

Oshkosh North High School Communities Program: Rick Leib, (teacher),
Lydia Schloskey (student), and Payton Maske (student).
I.Call to Order.
A. Mr. Kiefer called the meeting to order at 7:31 am.
II. Approval of September 21, 2017 Meeting Minutes.
A. Mr. Janty moved to approve the September 21, 2017 minutes with typographical corrections
as noted. Seconded by Mr. Butler. Approved (5-0).
III. Program Updates.
A. Mr. Gohde reported on the South Park Lagoon Project: 1) traffic on South Park is now
mostly open, 2) trucking of sediment from lagoons will continue this week, and 3) a long-
term schedule is not finalized. The current project completion date is set for June 6, 2018.
B. Mr. Ferris reported that new permeable pavement was installed at Fire Station 16.
C. Mr. Ferris reported that all 2017 Mini Storm Sewer installations are completed.
D. Mr. Gohde reported that Murdock Avenue reconstruction is nearly complete.
E. Mr. Gohde reported that the Sawdust District project is negotiating with the railroad to install

storm sewer under tracks on 14 Avenue.
IV. Review Rotary Inlet Markers.
A. Mr. Ferris reported that the neighborhood association from the Stevens Neighborhood have
placed markers in that area. North High School Students placed markers on inlets in an area
bounded by UW-O, Jackson Street, and New York Avenue.
B. Mr. Ferris introduced the teacher and students from Oshkosh North High School. The
students provided an over view and background to the Water Hero project. The project
worked with assistance from the City of Oshkosh, and the Fox/Wolf Watershed Alliance.
The students explained that the project included: 1) installation of inlet markers, 2) working
thth
with 4 and 5 graders at various schools to present water resource / water quality topics; 3)
a social media awareness campaign (#waterhero); 4) interview of students telecast on WFRV
Channel 5) students submitted articles to the Oshkosh Northwestern and Oshkosh
Independent; and 6) house to house flyers were distributed (300 flyers were printed).
V. Review of Great Lakes Commission Grant.
A. Mr. Ferris provided background to
example Pilot Installation programs in other states that were funded. Grants ranged from
$12,000 - $15,000. The Oshkosh Prairie Treatment System grant will be supported by Karen
Sands of the Milwaukee Metropolitan Sewerage District. The Oshkosh $15,000 grant is in

place. The installation of the treatment system may take place this fall or in 2018. The
treatment system is approximately
VI. Review Discussion of Future Meeting of Agenda Items.
A. Mr. Clark requested continued updates on the South Park project
