Absent: John Kiefer Sean Butler Also Present: Steve Gohde, Assistant Director of Public Works; John Ferris, Civil Engineer Supervisor; Jim Bachhuber, Brown and Caldwell I.Call to Order. A. Ms. Muldoon (acting Chair) called the meeting to order at 7:33 am. II. Approval of April 19, 2018 Meeting Minutes. A. Mr. Clark requested to spell out MOU (Memorandum of Understanding) in Section IV. As amended, Clark moved to approve the April 19, 2018 minutes. Seconded by Mr. Janty. Approved (3-0). III. Program Updates A. Mr. Ferris stated that the Spring prairie burn scheduled for James Road Basin has been delayed till the Fall because of wet weather. th B. Mr. Ferris reported there was an illicit discharge detected on May 8 at 834 North Main. A City crew discovered gasoline odors coming from a manhole. A nearby Citco station had old fuel tanks removed and new fuel tanks installed in 2017. The work was done under the The source of the gasoline could be from recent high rains causing groundwater to elevate gasoline into storm sewers. The source is still under investigation. The City is working with the WDNR to determine responsibility for addressing the gasoline found in the manhole. Remediation measures are not determined at this time. WDNR must make a ruling on procedures for addressing the issue. C. Mr. Ferris provided an update on South Park: The project is ongoing and there have been delays because of weather. D. Mr. Ferris reported on the Knapp Street Relief Sewer: Street paving is ongoing. The west lanes should be paved by next week. E. Mr. Ferris reported on the Prairie Treatment Parking Lot workshop: The workshop is th scheduled for May 30. So far there are about 40 registrants. Mr. Janty asked about costs for this management approach compared to a more traditional parking lot treatment. Mr. Ferris replied that a traditional raised / curbed island approach plus BMP compared to Prairie Treatment is about the same costs. However, the Prairie Treatment approach requires less overall space. F. Mr. Ferris provided an update on the Libbey Nicolet Basin Project: Bids were received and a recommended contractor award will go for Council approval next week. Mr. Janty asked if the bids were within budget. Mr. Gohde stated that the bids were higher than anticipated. Mr. Ferris added that some of the reasons for this were the additional infrastructure costs associated with the pond. The 2018 CIP budget for this project was $4,250,000. The low bid was about $5,000,000. Funds will be reallocated from North Parkway and Jeld-Wen outfall Storm Water Utility Committee Minutes 05-17-2018 Page 1 of 3 which were scheduled for 2018, but will need to be scheduled for 2019 (see Section V below for details). stth IV. Review May 1 4, 2018 Rainfall. th A. Mr. Ferris presented a chart for the rains May 1 4. For the 4-day period the back to back rains were in the range of 10 25 yr. reoccurrence magnitude. Many basement backups were reported and there were some street closures (notably Oregon). Mr. Ferris showed photos of various detention basins at, or near, their peak capacity during the event. B. Ms. Muldoon asked about the amount of citizen complaints. Mr. Ferris replied that there were mostly basement and backyard flooding complaints. These complaints and locations of the complaints are kept on record by the City. Mr. Janty asked if any comparison could be made to the complaints of the 2018 event and the June 2008 event. Mr. Gohde replied that this comparison would be very difficult because of different rain patterns, soil conditions, and hydrologic conditions. The best comparisons for the two events, and how the basins performed for flood control, would be from modeling the measured rains and displaying a . V. Review Proposed 2019 CIP Projects A. Mr. Ferris summarized the proposed capital projects for the 2019 CIP budget: i. Westowne Basin: Land acquisition and conversion of a dry basin to a wet basin. The land acquisition process is still ongoing, and hopefully will be completed for construction in 2019. ii. Jeld-Wen outfall: The main part of this project is a new acquisition and/or easement. The landowner is not sure of future development plans for the ear. iii. East Parkway Ave. Basin: This project is a dry basin enhancement to gain water quality credits. The project requires land acquisition from CN railroad and possible acquisition of a residential property. The land acquisition process will delay construction until 2019. nd iv. Fernau Basin (2 location): This project is scheduled for land acquisition and design in 2019. The property owner is a willing partner for this project. v. Wetland Mitigation: This project is ongoing and identification of suitable land is not finalized. vi. Mini-storm sewer: In 2017, 39 projects were funded and installed. In 2018, 33 projects are scheduled and funded, ($400,000), and 2019 has 30 projects scheduled so far ($450,000). The 2018 contract for this work will be on Council agenda. vii. Waukau Avenue Bridge (on Gallups Creek): Design work is under way and $700,000 has been estimated for a 2019 construction schedule. viii. Septic Haulers / Street Sweeper Upgrade Relocation Study: Currently, private septage and City street sweeper material is dumped at the wastewater plant at a receiving area off Dempsey Trail. The site is difficult to maintain and adds phosphorus to the wastewater treatment process. Future budgets call for: 1) a study of alternative methods to handle septage and street cleaning debris (2019 $75,00); Storm Water Utility Committee Minutes 05-17-2018 Page 2 of 3 2) design of a receiving facility (2020, $125,000); and 3) construction of a facility ($1,000,000, 2021). Ms. Muldoon asked if street cleaner hoppers could be dumped at the current yard waste site. Mr. Ferris replied that at the yard waste drop-off site, rain runoff would enter the storm sewer system and this would not be acceptable. An improved disposal site for the street cleaner solids needs to be developed. ix. Kentucky Street Storm Sewer (near Merrill School). Storm sewer is proposed to be added at this location to allow the school system to construct paved parking on open lots (west side of Kentucky St.). There are no current storm sewers in Kentucky St. at this location. B. Mr. Janty asked about total capital costs for the stormwater capital program. Mr. Ferris replied between $4 $6 million, not including storm sewer components of street projects. VI. Review Discussion of Future Meeting of Agenda Items. A. Mr. Janty asked for 2018 Stormwater Program debt service. B. Mr. Janty asked for a TMDL update. C. Mr. Janty asked for an update on the 2019 CIP planning. D. Mr. Clark asked for update on I&I program. VII. Adjournment. A. Mr. Clark/ Mr. Janty moved and seconded to adjourn the meeting at 8:40 am. Motion passed (3-0).
