Absent: John Kiefer Also Present: Steve Gohde, Assistant Director of Public Works; John Ferris, Civil Engineer Supervisor; Michael Wegner, Brown and Caldwell I.Call to Order. A. Mr. Butler called the meeting to order at 7:35 am. II. Approval of March 15, 2018 Meeting Minutes. A. Mr. Clark moved to approve the March 15, 2018 minutes. Seconded by Mr. Janty. Approved (3-0). III. Program Updates A. May. He asked that they let him know if they would like to continue. B. Mr. Ferris asked about the time and schedule for the meeting and whether the same schedule should be maintained. The committee discussed and the schedule will be maintained. C. Mr. Ferris said that the Sawyer Creek Floodplain Study (re-mapping and flood storage districts) was approved by the DNR and is being sent to FEMA for review. This included buy-in from Winnebago County on the mapping and flood storage districts. i. Mr. Butler asked if the FEMA review is substantial. Mr. Wegner stated that it is generally a substantial review and not just a rubber stamp. ii. Mr. Janty asked about public meetings. Mr. Ferris said that public meetings will be held after FEMA review. D. Mr. Ferris explained that the County Land Conservation Department runs an annual rain garden campaign. The City Rotary Club is contributing money to the campaign for projects within the City. This should result in additional projects within the City. E. The East Parkway Dry Detention Basin 90% plans are being sent to CN Railroad for their approval. The railroad approval is required as part of the land acquisition for the project. i. Mr. Janty said that neighbors of the Baldwin Dry Basin complemented the City on the recent maintenance that was completed at the site. ii. Mr. Gohde said that a house may need to be acquired to construct the inlet storm sewer for the Parkway Basin. iii. Mr. Butler asked how the selection was made for the house acquisition. Mr. Ferris said that it was a rental house and it was closest to the intersection for the inlet pipe. F. The plans and specifications for the Libbey Nicolet Detention Basins are out for bid. Bids will be opened April 30th. Storm Water Utility Committee Minutes 04-19-2018 Page 1 of 4 G. The outfalls for Vine Street and Jeld-Win are under design. Plans are due May 15th and bids will be opened June 4th. The Vine Street outfall collapsed in 2015 and this is for a permanent replacement. The Jeld-Win outfall is the outfall from the Stringham Creek Watershed. This outfall is being constructed so the Riverwalk can be installed. H. Easements are being acquired for the Knapp Street relief sewer. Part of the relief sewer was previously installed in the airport. The current focus has been on constructability for vehicle traffic at the post office that would allow traffic to be maintained and for Knapp Street to be reconstructed. i. There will be improvements made in the post office to allow the construction at the site and for maintenance of traffic. th ii. Mr. Ferris explained that additional improvements will be made at 20 & Knapp to improve the traffic flow in the area. I. Project 18-04 includes reconstruction of streets and also the Otter Avenue Parking Lot. The stormwater ordinance. J. Construction of the South Park Lagoon project continues. Dewatering is on-going and sediment removal in the east basin needs to occur. They are currently focusing on parking lot replacement and construction of the decorative overlook. The lagoon control structures will be installed soon. IV. Review 2012 Draft MOU A. like to discuss further. B. there is confusion about who owns the different storm sewers and where the outfalls are from the campus into the City system. C. Ms. Muldoon and Mr. Butler thought that the MOU process would clarify the issues between the two entities. D. Mr. Janty asked if the City Manager should sign the MOU. Currently it is shown as the Director of Public Works. i. Mr. Gohde explained that any MOU would need to go through council and would ultimately need to be signed by several City officials. Including the manager and the attorney. E. Mr. Janty asked about why these agreements were written to be in-place for perpetuity. Mr. Janty said that these types of agreements are normally enacted for a defined time period and may include the potential for renewals of the agreement. At those points the MOU should be allowed to be re-opened for negotiations and discussions. i. Mr. Butler asked about why this is needed. Mr. Ferris and Mr. Janty said one possibility is that the regulations could change. ii. Mr. Gohde said that the document includes a 60-day notice for termination of the agreement. The MOU could be terminated and re-negotiated if needed. F. Ms. Muldoon asked about the definition of ownership of the stormwater system. Storm Water Utility Committee Minutes 04-19-2018 Page 2 of 4 i. Mr. Gohde explained the Campus owns and operates some pipes, such as in parking lots ii. Mr. Ferris explained that this was one of the initial steps that would be taken. The City would provide assistance on the mapping. G. Mr. Ferris asked if it would be helpful for City Staff to meet with campus officials to discuss the stormwater issues. Ms. Muldoon said that it would be helpful. H. Mr. Gohde stated that he has seen GIS mapping of the campus as part of other projects. The campus storm sewer mapping may be at least partially complete. I. Mr. Gohde also said that there is a quarterly coordination meeting between the City (James Rabe) and the UW-O Campus. He said that may be a good place to start with discussions on the MOU with the Campus. This will be mentioned to Mr. Rabe and Ms. Muldoon will mention to staff at the campus. J. Mr. Clark asked about whether a MOU is needed with the Winnebago County. i. Mr. Ferris said that the agreement is more straight-forward. ii. Mr. Butler said that his view is for the City to meet with who is needed and to get the agreement done. iii. Mr. Janty reiterated his prior comment about the agreement lasting indefinitely. Mr. Butler agreed and said that this should be changed. iv. Mr. Janty said that there are discrepancies between the numbers of county roads listed in one place versus another (six roads in one place and four roads in another). V. Review of Burn Permit for James Road Detention Basin A. Mr. Ferris recently talked to NES. A plan is in place to burn the property, but the season for burning is getting short due to weather. The schedule is weather dependent. It may be B. Mr. Ferris walked through the plan and provided a presentation. C. The committee asked about filming the burn and using it for public education purposes. This would potentially help future burns that occur within the City. D. Mr. Ferris said future communication would occur regarding schedule. VI. Review of Principles of Subsurface Flow Water Treatment Systems A. Mr. Ferris provided a presentation regarding the subsurface flow treatment system that will be constructed at the Coughlin Center. B. A grant was acquired for $15,000 to complete an example project that would be constructed by the City. Plans are completed and construction is expected to occur in Late May. VII. Review Planning for Public Education Workshop A. A workshop will occur on May 30th regarding the subsurface flow water treatment system. There will be speakers from several different companies involved in projects similar to this type of system. Storm Water Utility Committee Minutes 04-19-2018 Page 3 of 4 B. Mr. Clark said that he was happy with new ideas being included. Mr. Ferris said that this idea was to help provide additional alternatives to the development community about options for stormwater treatment. VIII. Review Discussion of Future Meeting of Agenda Items. A. Mr. Clark would like further information about the MOUs as talks progress. B. Mr. Clark asked for a TMDL update. C. Mr. Janty asked for an update on the 2019 CIP planning. IX. Adjournment. A. Mr. Janty / Mr. Clark moved and seconded to adjourn the meeting at 8:37 am. Motion passed (3-0).
