STORM WATER UTILITY COMMITTEE Minutes
March 15, 2018

Ecological Services
I.Call to Order.
A. Mr. Butler (acting chair) called the meeting to order at 7:32 am.
II. Approval of February 22, 2018 Meeting Minutes.
A. Mr. Janty moved to approve the February 22, 2018 minutes. Seconded by Mr. Clark.
Approved (3-0).
III. Ecological Services Presentation oegetation Management
Program.
A. Ms. Jungwirth introduced Mr. Havel from NES Ecological Services. NES is contracted by
the City to

stormwater basins and the recommended vegetative management measures. (presentation
slides are attached to the minutes).
1. NES inventoried the vegetative conditions (natives versus non-native species) at 12 City
stormwater basins. The inventory was the basis for a management plan and approach for
each facility.
2. The inspection includes other issues such as trash, clogging, erosion, etc.
3. Ms. Jungwirth added that this type of inspection is also conducted by the City.
4. Mowing is the main tool for controlling the biennial non-
Lace; Sweet Clover).
5. Spot herbicide treatments are targeted for annual non-natives (Canada Thistle, Reed
Canary, Birdsfoot Trefoil).
6. Mr. Havel explained the treatment approach varies depending on the age of the
vegetation establishment.
7. Burning is recommended on mature sites. Burning in urban settings can be done safely
with minimal smoke issues. NES and the City understand that burning at the Oshkosh
basins will not take place until a complete citizen information / education campaign is
conducted.
8. Emergent zone non-natives are most commonly: Purple Loosestrife, Cattails and
Phragmites.
9. NES conducted an Annual Assessment of each site in August / September of each year.
The assessment identifies and coverage of native vs non-native species and is used to
develop a plan for the following year.

needs for each facility. Burning may be recommended in future years, but not in 2018
(except for James Road Basin, which is a rural setting.)
11. Mr. Janty asked when the James Road burn would be conducted. Mr. Havel replied
likely April to mid-May.
12. Mr. Butler asked Mr. Havel to send the potential sites for future burning to Ms.
Jungwirth.
13. Mr. Janty recommended that the City Manager include this topic (potential use of fire for
native vegetation management)
program.
IV. .
A. Ms. Jungwirth introduced the topic explaining that Mr. Ferris prepared the on-line permit
submittal. A hard copy of the draft permit was handed out to the committee for comment.
B. Mr. Gohde explained that as of this year the DNR does not require a formal City approval,
however the report will be presented to the Council for informational purposes.
C. Mr. Clark requested a completed version of the documents be sent to the members.
D. Ms. Jungwirth stated that the report will likely be submitted to the DNR in April. The
s comments should be sent to Laura within the week.
E. Ms. Muldoon asked for an update on the UWO Memorandum of Understanding. Mr. Gohde
replied that to the best of his research the MOU between the City and UWO was never
finalized.
V. Review / Discussion on Fox / Wolf Watershed
Presentations.
A. Ms. Jungwirth summarized the on the South Park Project. The
presenters were James Rabe and Laura Jungwirth.
B. Ms. Jungwirth also reported that John Ferris and students from Oshkosh North High School
presented about the medallion / public information project conducted in 2017.
VI. CIP Updates.
A. Mr. Gohde reported that the Court-Otter-Washington streets project is out for bid now and
bids will be opened on Monday (March 19).
B. Mr. Gohde described the TID 34 and TID 35 (Oshkosh Ave. / Oshkosh Corp project)
stormwater management system will include Pave-Drain (an underdrain system) for street
runoff and off-site stormwater quality treatment for the Oshkosh Corp. site. Mr. Gohde also
reported that an archeologic investigation will begin next week at the Oshkosh Corp. and
City sites. This investigation will require up to 7 acres of land disturbance at the site.
C. Mr. Gohde reported that the Libby/ Nicolet Stormwater Basin project will go out for bid with
an anticipated award date in May.
D. Ms. Jungwirth reported that the South Park work will re-start up shortly.

VI. Review / Discussion of Future Meeting Agenda Items.
A. Mr. Butler asked for an update on the City / UWO Memorandum of Understanding.
B. TID 34 / 35 update including archeology progress.
C. Update / need for an MOU between the City and Winnebago County
VII. Adjournment.
