TRAFFIC AND PARKING ADVISORY BOARD AGENDA ITEMS OCTOBER 8, 2019 NEW BUSINESS 1. A REQUEST FOR UNRESTRICTED PARKING ON STERLING AVENUE, SOUTH SIDE, FROM JEFFERSON STREET TO 87 FEET WEST OF JEFFERSON STREET (CURRENT CONDITION;1 HOUR PARKING BETWEEN THE HOURS OF 6:00 A.M. AND 5:00 P.M., MONDAY THROUGH FRIDAY) This is a request from the current owner of the former Lang Oil building at 15 Sterling Avenue. He is leasing offices in the building and the lessors have a need for customer parking which is very limited in the area. Sterling Avenue is 36 feet wide. The 1 hour parking was instituted based on a citizen request in 2009. The citizen stated that parked vehicles made it difficult to get his boat in and out of his driveway. The transportation director at the time recommended the businesses and neighbors work together to be good neighbors and didn't see the need for a parking restriction based on the width of the road. I agree. The Department of Transportations guidelines for considering parking restrictions on local streets are as follows: Street Width Less than 17 feet 17 to 24 feet 25 to 33 feet 34 feet and over I recommend approval. TPAB AGENDA ITEMS OCTOBER 2019 Loading zone, north side, bus loading only, from 200 feet west of Oregon Street to Arizona Street between 7:30 a.m. and 3:00 p.m. on schooldays This is a request from the Transportation Department. With the closure of Smith School, some of the parking restrictions in the area are no longer needed. We have removed the signage. We can evaluate if parking regulations are needed with the new use of the property once that is established. I recommend approval. 3. A REQUEST FOR NO PARKING ON WEST 23RD AVENUE, SOUTH SIDE, FROM 77 FEET EAST OF MINNESOTA STREET TO 184 FEET EAST OF MINNESOTA STREET (CURRENT CONDITION: NO PARKING RESTRICTION) This is a request from Oshkosh Corp. They have military vehicles with limited visibility exiting their plant from a garage door at this location. Vehicles are parking right up to the driveway causing visibility and safety concerns. I recommend approval. 4. A REQUEST FOR A 2 OR 4 -WAY STOP INTERSECTION AT THE INTERSECTON OF WEST 11TH AVENUE AND MINNESOTA STREET (CURRENT CONDITION: MINNESOTA STREET YIELDS TO WEST 11TH AVENUE) This is a request from Jefferson Elementary School, some citizens and the Oshkosh Police Department. This intersection has become extremely congested before and after school. Smith school was closed this summer and Jefferson School absorbed those students. This has resulted in an increase in traffic dropping off and picking up students. OPD has spent time observing the intersection. They observed traffic on W. 11th Avenue not slowing for the crosswalk and traffic on Minnesota Street not sufficiently slowing/watching for pedestrians even though they have a yield sign. At times, this intersection almost functions as a four way stop. I have also spent time observing at this intersection as well and agree that traffic congestion before and after school is an issue. The school has utilized staff and the safety patrol to help students cross at the intersection. Their assistance will probably still be needed even if stop signs are recommended and installed. TPAB AGENDA ITEMS 4 OCTOBER 2019 The warrants for a 4 -way stop intersection are: Five or more reported crashes in a 12 -month period that are susceptible to correction by an all -way stop installation. These crashes include right- and left -turn collisions as well as right-angle collisions. Traffic exceeds 300 vehicles per hour for at least eight (8) hours for the major street approaches, traffic exceeds 200 vehicles per hour for at least eight (8) hours on the minor street approaches, and traffic volumes are relatively equal in distribution. Other considerations include the need to control left -turn conflicts, the need to control vehicle -pedestrian conflicts near locations that generate high pedestrian volumes, locations with limited ability to see conflicting traffic, and intersections of two residential neighborhood collector streets with similar design and operating characteristics. Crash History — There have not been any crashes at the intersection in the last three years. Traffic volume is relatively light other than before and after school. The average daily traffic count is 790 on 11°i Avenue and 655 on Minnesota Street. The peak hour is from 7 a.m. to 8 a.m. with 156 vehicles on I It" and 90 on Minnesota. The warrant for other considerations could be met before and after school. This location generates high pedestrian volumes with limited ability to see oncoming traffic before and after school. However; the intersection has low traffic volume the rest of the day. The warrants for a two way stop intersection are similar. We have received a few calls from school staff and parents regarding this intersection. I believe converting the yield signs to stop signs on Minnesota Street at 1111i Avenue makes sense and will help manage the traffic and pedestrian conflicts at the intersection. We have replaced the yield signs with stop signs and flagged them as a temporary measure until this Board makes a recommendation and council acts on it. If a 2 or 4 -way stop is recommended it will need to remain flagged for at least a month and communicated to parents and staff. If approved, I recommend the school designate this intersection as the safe route to school and encourage usage as there is also a yield intersection at 1011, and Minnesota that some students use. I recommend approval of at least a 2 -way stop at this intersection and can support a 4 - way stop.
