STORM WATER UTILITY COMMITTEE Minutes
May 16, 2019

I.Call to Order.
A. Mr. Janty called the meeting to order at 7:38 am.
II. Approval of April 25, 2019 Meeting Minutes
Mr. Clark moved for approval. Seconded by Ms. Muldoon. (Approved (3-0).
III. .
A. Ms. Springstroh could not attend the meeting and this agenda item was deferred to next
month.
IV. .
A. Mr. Gulbronson reported the following summary: There were five reported illicit discharges
in 2016, one in 2017, and two in 2018. In 2016 there were a couple of hydraulic spills.
Spills have been tracked and reported to DNR since the MS4 permit started in 2008.
B. Mr. Janty asked if there was any pattern as to the location of reported spills. Mr. Gulbronson
replied that there did not appear to be any repeat areas or pattern.
C. Mr. Gulbronson reported letters sent to residents regarding lawn grass in city street gutters as
follows: 2016 - 49 letters; 2017 31 letters, and 2018 - 5 letters were sent out. All notifications
were citizen complaint driven.
V.
A. Mr. Bachhuber explained the pending needs for the fall 2019 USGS monitoring program.
The study is a 3-year effort which was started in the fall of 2018. In 2018 the City removed
leaves per their normal procedures and water quality monitoring (focusing on phosphorus)

season. Residents are asked to rake their leaves to the terrace and leave them there for the
season. The City will pick them up around the first week in December. Residents of the test
area will need to be informed about this change in the normal leaf pickup procedure.
Springstroh could provide assistance.
B. Mr. Clark asked if there has been any personal communication with the neighbors. Mr.
Gierach suggested that Mr. Gohde may have more background on what has been done to
date.
C. Mr. Clark suggested personal communication will be necessary.

D. Mr. Bachhuber can provide details on instructions for the process on documenting the leaf
cover in the street that was conducted last year and will need to be conducted in 2019.
E. Mr. Bachhuber will ask USGS for water quality data from 2018.
F. Ms. Muldoon asked if the City has had similar programs to communicate with residents on
specific topics and what has been done in the past? Mr. Gierach said the city does conduct
meetings in the fall to explain the following pacts. Attendance at
meetings has generally been low. The -
respond to property assessment impacts from City road programs.
G. Ms. Muldoon asked if a local school could get involved with the program and field
assessments.

VI. .
A. Mr. Gulbronson provided the following project updates:
1. Hazel Street work will start this week.
2. Oregon Street work is on schedule.
3. Mini storm sewer program for 2019 has been awarded (May 14). Two bids were
submitted. The bids were higher than budgeted but funds were provided ($599,000).
4. Parkway Basin is still under review by the railroad. The schedule is not known at this
time. This project is holding up the work on Grand Avenue.
5. Next year Snell Road reconstructed in scheduled.
6. CIP for next year is under development.
VII. Discussion of Future Meeting Dates and Agenda Items.
A. Update of USGS Leaf Study
B. Discussion of Catastrophic Failure
C. AES to Provide Vegetation Management Update
D. Updates to Gallups and Johnson Creek Studies
E. Adopt-A- Pond
F. Discussion on Utility Committee meeting schedule.

H. Update on County Rain County grant program.
I. Winnebago Waterways program what involvement could the City have.
VIII. Adjournment.
A. Mr. Clark/ Ms. Muldoon motion to adjourn and seconded. (Approved 3-0). Adjournment at
8:23 am.
