STORM WATER UTILITY COMMITTEE Minutes
February 21, 2019

I.Call to Order.
A. Mr. Kiefer called the meeting to order at 7:31 am.
II. Approval of November 14, 2018 Meeting Minutes.
Mr. Clark moved, seconded by Ms. Muldoon for approval. (Approved (4-0).
III. Program Updates.
Mr. Gohde summarized the following:
A. Oregon Street reconstruction bids opened this week. Awarded contract was approximately
$110,000 under estimated budget.
B. Hazel Street (Washington to Irving) project is out for bid. Bid opening is scheduled for
th
March 18. This project includes a re-rout the Merritt Street outfall.
C. Parkway Ave. Detention Basin: City is still working with CN railroad for land access. The
completion schedule is unclear at this time.
D. Waukau Ave. creek crossing: Strand and Associates is working on design of bridge/ culvert.
E. Jeldwin / Stringham Creek: City working on acquiring easement.
F. Ms. Deckert summarized the Mini Storm Program: The City anticipate 30 projects will be
funded this year. There are there are currently 65 projects on the list. That means a 1 2
years of projects are in the current backlog.
Maureen supported prioritizing the 2020 budget to get the mini-storm sewer backlog
reduced.
G. Mr. Gohde updated the Committee on the MS4 Permit Annual report: The report is still being
worked on. City will likely need to request an extension from DNR for submittal. The draft

H. Mr. Bachhuber mentioned the Urban NPS Planning Grant Application that is under
th
preparation for the City. This grant is due to the DNR by April 15. The purpose for the
grant request is to help fund a city-wide stormwater pollution assessment update (the last
plan was completed in 2014). The new study would take place in 2020 and the plan will
with the pollution reductions called for in the
Upper Fox/Wolf River Basins TMDL. This TMDL is scheduled for EPA approval in 2019.
I. Mr. Bachhuber also commented that the DNR is re-drafting the current MS4 permit. The
current permit was issued in May of 2014 and a new permit is re-issued every 5 years. This

new permit will be out for public review on February 25.

IV. Review Methods of Public Outreach, by Emily Springstroh.
A. Mr. Gohde mentioned that Emily could not attend this meeting.
B. This topic will be rescheduled for the March 21 meeting.
V. Review Discussion of Future Meetings and Agenda Items.
