Action(s) Requested:
The petitioner is seeking approval of a three-lot land division/Certified Survey Map (CSM) from
one existing 34.920 acre parcel located on the north side of Plummers Point Road in the Town of
Oshkosh, approximately one mile northwest of the Oshkosh city limits. Sizes of the proposed lots
are as follows:
Lot 1 =488,746 sq. ft. (11.220 Acres)
Lot 2=544,654 sq. ft. (12.503 Acres)
Lot 3=487.759 sq. ft. (11.197 Acres)
Applicable Ordinance Provisions:
Land division criteria are located in Section 30-441 of the City's Subdivision Regulations.

BACKGROUND INFORMATION/ANALYSIS
The subject site is a 34.920 acre parcel located on the north side Plummers Point Road southwest
of County Road S in the Town of Oshkosh. The property is currently used primarily for
agricultural purposes and contains no structures.
The site is zoned General Farming District (A-2) administered by the Town of Oshkosh. The A-2
district permits various agricultural uses and light residential development.
All three proposed lots exceed the Town of Oshkosh's minimum lot size requirements in regard
to width, depth and area. Proposed Lot 1 is shown to have direct access to County Road S via a
preexisting 30-foot wide strip of land at its northeast corner. Lots 2 and 3 will have ample direct
access to Plummers Point Road
The Comprehensive Plan designates this area for Conservation Residential. Conservation
Residential areas are envisioned to be developed with low density residential subdivisions with a
focus on open spaces and conserving environmental features. Staff is of the opinion the proposed
land division is consistent with the Plari s recommendation.
The applicant does not indicate what future use or uses are intended for the site. Current
allowable uses are dictated by the underlying zone district. Any proposed zone change must be
consistent with the City's Comprehensive Plan.
Winnebago County's Farmland Preservation Plan identifies this area as an Urbanizing District.
These areas are generally in close proximity to urbanized areas with available transportation and
municipal services.
The Department of Public Works has reviewed the proposed three-lot Certified Survey Map and
did not have any concerns with the land division.
RECOMMENDATION/CONDITIONS
Staff recommends approval of the three-lot land division/Certified Survey Map at the north 3500
Block of Plummers Point Road as proposed.
