HomeMy WebLinkAboutItem IV PLAN COMMISSION STAFF REPORT OCTOBER 1,2019 ITEM IV: COMMERCIAL DESIGN STANDARDS VARIANCE TO ALLOW FACADE ALTERATIONS USING CLASS IV MATERIALS ON THE EXISTING BUILDING AT 347 N. SAWYER STREET GENERAL INFORMATION Applicant/Owner: Timothy White Action(s) Requested: The applicant is requesting approval of a variance from the City's Commercial Design Standards to allow fagade alterations using Class IV materials on the existing building. Applicable Ordinance Provision the Variance is being requested: Code Reference Regulation Section 30-243(C) Commercial buildings shall be predominantly clad in Class I materials. Class II and Class III materials may be used as accents and trim not to exceed 50 percent of the total building fagade. Class IV materials are prohibited. Property Location and Background: The subject property is a vacant residential lot located at 347 N. Sawyer Street and is approximately 36,000 square feet in area. The lot contains an 8,728 square foot office building built in 1965 according to the City Assessor site. The applicant obtained a design standards variance at the September 18,11, 2018 Plan Commission meeting to construct a 1,645 sq. ft. addition using materials (vinyl brick)not substantially similar to the existing building. The surrounding area consists of commercial, residential and institutional uses. The properties to the south and north of the subject property are mixed commercial properties. The adjacent properties on the west are multi-family residential and the Zion Lutheran Church is to the east. The subject property and immediately adjacent properties to the north and south are zoned Urban Mixed Use (UMU), the properties immediately to the west are zoned Multi-Family Residential-20 District(MR-20) and the property to the east is zoned Institutional District (1). The applicant met with staff on August 2911', 2019 regarding facade alterations he would like to make to the existing building. The applicant would like to use a ribbed metal panel to clad a portion of the existing building and new addition. Staff examined the proposed product and determined that the product is a Class IV material under the zoning ordinance. Staff cannot approve the material by-right and therefore, Plan Commission review and a design standards variance are necessary if the material is to be permitted. ITEMIV--347Y Sawyer Street-Design Standards Variance I Page 1 Subject Site Existing Land Use Zoning Commercial (Image 360) UMU Adjacent Land Use and Zoning Existing Uses Zoning North Quik Pantry(Gas Station),Vacant lot UMU South Family Dollar UMU East Zion Lutheran Church I West Multi-Family Residential MR-20 Comprehensive Plan Land Use Recommendation Land Use Neighborhood 2040 Land Use Recommendation Commercial VARIANCE CRITERIA The City's Zoning Ordinance establishes design standards for new construction with the overall purpose/intent to: "regulate the design and materials used for the exterior of buildings and structures within the City so as to maintain and enhance the attractiveness and values of property in the community, emphasize architectural and urban design principles of human scale and visual interest." The standards apply to all new construction within the City and include the regulation that, "Commercial buildings shall be predominantly clad in Class I materials. Class II and Class III materials may be used as accents and trim not to exceed 50 percent of the total building facade. Class IV materials are prohibited." The ordinance divides materials into different classes, requires that building facades employ certain percentages of Class I materials, and prohibits Class IV materials for commercial buildings. In doing so, the ordinance attempts to establish minimum standards for each building type. The intent is to prevent the use of purely utilitarian materials devoid of architectural interest. The Plan Commission is authorized to grant variances from the strict application of the standards when it is determined that one or more of the following apply: 1. The variance will not be contrary to the public interest. 2. Substantial justice will be done by granting the variance. 3. The variance is needed so that the spirit of the ordinance is observed. 4. Due to special conditions,a literal enforcement of the provisions of the Zoning Ordinance will result in unnecessary hardship. 5. The variance will not allow an alteration of a historic structure, including its use,which would preclude its continued designation as a historic structure. ITEMIV--347N.Sawyer Street-Design Standards Variance 2 Page 2 ANALYSIS The applicant is requesting a variance to allow the use of a "Pac-Clad" ribbed metal panel to clad a portion of the original building and part of the new addition. He believes that the design standards variance will not have an adverse impact on the surrounding properties. He stated in his application that his intent with the panels is to create a decorative and visually appealing look for the existing building and new addition. He believes that the metal siding panels would complement the building appearance and the surrounding properties and structures. The "Pac-Clad" ribbed metal panels will employ hidden fasteners and have metal flashings of the same material and color to complement them. The applicant would install the panels over conventional wood stud framing. The panels would be installed between metal flashed vertical columns. The applicant has asked staff to consider the proposed Pac-Clad product a Class III material. Staff has examined the proposed material and is of the opinion that the Pac-Clad panels are a Class IV material. They are ribbed and utilitarian in nature rather than the architectural panels designers might use on automotive dealerships, schools or apartment buildings. The applicant has explained that the Pac-Clad panel is a cost-effective solution that would allow the project to stay within budget. Staff evaluated the proposal previously described and the impact on the block in regard to the purpose and intent of the commercial design standards. The standards relate to preserving the structure's architectural integrity and the potential impact on adjacent properties, the neighborhood character and "curb appeal" of the block. In working with the applicant, staff considered: • Appearance of the existing property • Materials used on surrounding properties • Potential impact on neighborhood character In examining the subject property and surrounding buildings, staff is of the opinion that the applicant's use of Pac-Clad metal paneling as proposed will not have a detrimental impact architecturally. The commercial property immediately to the south employs some metal paneling and cinderblock and staff would consider these materials Class IV materials under the ordinance. The applicant plans to integrate the Pac-Clad panels architecturally with the existing columns and replace the white arches and cladding material at the overhang of the original building. The applicant will install the panels in bays on the facades and the panels will help break up the facades. This contrasts with some of the surrounding properties where some materials are extensively employed and little if any articulation or variation occur on the facades. Staff believes that installation of the metal panels on a different plane than the vinyl brick of the new addition will benefit the building architecturally. Staff would recommend that the Plan Commission require 6 inches of relief between the metal panels and vinyl brick. ITEMIV--347Y Sawyer Street-Design Standards Variance 3 Page 3 RECOMMENDATION Staff recommends approval of a variance from the City's Commercial Design Standards to allow fagade alterations using Class IV materials on the existing building at 347 N. Sawyer Street with the following conditions and finding: Conditions: 1. Design standards variance is only for the use of the proposed Pac-Clad material as shown in the submitted application materials. 2. Material shall use concealed fasteners. 3. Current and future property owners shall maintain the metal paneling free of rust over the course of its lifespan. 4. Any future work not in compliance with the Commercial Design Standards be filed as separate requests for Plan Commission review and approval. 5. Applicant shall ensure 6 inches of relief between the plane of the metal panels and plane of the vinyl brick on the new addition. Finding: 1. The variance will not be contrary to the public interest. Explain in detail your proposed plans and why a variance is necessary: The exterior siding material that we are proposing to use is has been classified as a Class 4 Material according to the current Zoning Ordinance. According to the Zoning Ordinance the siding material needs to be an "architectural/decorative metal panel" to meet the Class 3 Material that is allowed. We would like to have the material that we are proposing to be accepted as Class 3 Material. 2. Describe how the variance would not have an adverse effect on surrounding properties or curb appeal of the neighborhood: With the intent of the new materials to complement the existing structure it should not take away from the value or appearance of the existing properties surrounding the project. It is the intent to try and create a decorative and visually appealing look to the existing building and the new addition. We believe that the metal siding panels actually compliment the building look and will also compliment the surrounding properties and structures. 3. Describe in detail materials and construction methods that the proposed project would use. Attach any supplementary information including, but not limited to, material data sheets, product information,supplemental photographs,elevation plan(s)and site plan(s): The exterior metal siding material, which is a "Pac-Clad" architectural metal panel will consist of hidden fasteners and be complimented by metal flashings of the same material and color. Describe why the intent of design standards have been incorrectly interpreted (if applicable): In my experience the panel that is being proposed is an "architectural/decorative metal panel" which meets the requirement of a Class 3 Material. I understand that the material could be considered as a Class 4—Non-decorative metal panel but possibly it could be considered as a Class 3 material. It comes in a wide variety of colors and the panel configuration is more decorative than the more common metal panels used on Metal Buildings and Post Frame Structures. S. Describe the unnecessary hardship that would result if your variance were not granted (if applicable): As in all construction projects budget is always a huge part of the project. The material that is being proposed is within the building budget. If a different material has to be used in it's place it may put the project over budget.
