HomeMy WebLinkAbout23. 19-536 SEPTEMBER 24, 2019 19-516 19-536 PENDING SEPTEMBER 10, 2019 RESOLUTION (CARRIED 4-2P LOST LAID OVER WITHDRAWN ) PURPOSE: SUPPORT LEGISLATIVE ACTION AT THE STATE AND FEDERAL LEVEL TO ADDRESS INCIDENTS OF MASS VIOLENCE AND GUN SAFETY LEGISLATION INITATED BY: MAYOR PALMERI WHEREAS, gun deaths, including at least 250 incidents of mass violence since January 1, 2019, have become an epidemic in the United States; and WHEREAS, Oshkosh is home to over 66,000 persons, three large high schools, as well as middle and elementary schools and hosts numerous large public events; and WHEREAS, Oshkosh has experienced incidents of gun violence and credible threats of violence to the public and schools; and WHEREAS, citizens and students have called for reasonable regulations to address gun violence and to increase public safety; and WHEREAS, citizens, municipalities and local first responders need assistance and additional resources to deal with this public health crisis; and WHEREAS, groups including the League of Women Voters, U. S. conference of Mayors and the League of Wisconsin Municipalities have joined in efforts to urge legislators to recognize the need to act with regard to these issues; and WHEREAS,there is bipartisan support for sensible measures related to gun safety; and WHEREAS, virtually all gun safety regulation is within the purview of the State and Federal Government. SEPTEMBER 24, 2019 19-516 19-536 PENDING SEPTEMBER 10, 2019 RESOLUTION NOW THEREFORE BE IT RESOLVED by the Common Council of the City of Oshkosh that the City of Oshkosh adds its support to the US Conference of Mayors, League of Women Voters, League of Wisconsin Municipalities, Oshkosh citizens and students and joins them in their call for reasonable gun safety legislation. BE IT FURTHER RESOLVED that the Common Council calls on its local legislators at the State and Federal levels to sponsor and support sensible gun safety legislation, including universal background checks; "red flag" laws; risk protection orders; reasonable waiting periods; uniform concealed carry regulations; and increased funding for awareness and treatment of mental health. BE IT FURTHER RESOLVED that the appropriate city staff are hereby directed to provide a copy of this resolution to state and federal representatives serving the City of Oshkosh.
