SEPTEMBER 18, 2019 19-25 RESOLUTION
(APPROVED LOST LAID OVER WITHDRAWN )
PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; ACCEPT DONATION OF
PROPERTY AT 1124 HIGH AVENUE
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHEREAS, the property at 1124 High Avenue exhibits conditions cited under
Section 66.1333 (2m)3.(bm) of the Wisconsin Statutes that consider said properties to be
blighted; and
WHEREAS, the Redevelopment Authority has conducted a public hearing to
obtain comments and determine if said properties are blighted; and
WHEREAS, the owner has offered to donate the property at 1124 High Avenue to
the Redevelopment Authority.
NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the
City of Oshkosh that:
1. Findings and Determinations. It has been found and determined and is
hereby declared that:
(a) conditions of blight exist at the Property due to a fire; and
(b) the Inspection Services Division and Oshkosh Fire Department have
declared the property uninhabitable and must be razed; and
(c) the property is not within a designated redevelopment area but can
be acquired if spot blighted by the Redevelopment Authority to
eliminate slum and blight conditions in the neighborhood and
within the University of Wisconsin-Oshkosh campus area; and
(d) the existing structure will be demolished and the lot sold at fair
market value for residential purposes;

(e) acquisition of the property and demolition of the structure will
improve the appearance of the corridor serving the Central City and
the University of Wisconsin-Oshkosh campus.
2. Spot Blight Designation. The Authority hereby finds that the Property is
blighted in need of rehabilitation and blight elimination under the meaning
in Section 66.1333 (2m)3.(bm) of Wisconsin Statutes.
BE IT FURTHER RESOLVED by the Redevelopment Authority of the City of
Oshkosh that the Authority hereby accepts said property and the proper officials are
hereby authorized and directed to execute any and all documents necessary for purposes
of same.

Background
The City was recently offered a fire-damaged structure at 1124 High Ave by the property owner.
The structure must be razed and is presently sitting un-occupied. One city-wide goal is to
improve the appearance of the corridor serving the Central City and the UW-0 campus by
removing blighted properties. The property at 1124 High Ave.meets those criteria.
Analysis
The house fire at 1124 High Ave earlier this year has resulted in a vacant and blighted structure.
There are many repairs needed to the structure, roof, siding and other major interior and exterior
components of the structure. City staff has completed a field inspection and recommends
demolition.
Fiscal Impact
The RDA/City can use CDBG funds for the acquisition and tipping fees for the project. City
crews would perform the demolition On-going maintenance of the parcel would cost about
$500/year. Sale of the lot could recover the full market value of the lot.
Recommendation
The RDA approves the Spot Blight Designation and accepts the donation of Property at 1124
High Ave.
