HomeMy WebLinkAboutItem IV PLAN COMMISSION STAFF REPORT SEPTEMBER 17,2019 ITEM IV: RIGHT-OF-WAY DEDICATION FOR WIDENING OF THE EAST SIDE OF NORTH KOELLER STREET RIGHT-OF-WAY BETWEEN VACATED RATH LANE AND OSHKOSH AVENUE GENERAL INFORMATION Applicant: City of Oshkosh Owner: Prime Space, LLC Action(s) Requested: The City of Oshkosh requests approval to dedicate additional right-of-way on the east side of N. Koeller Street,between Vacated Rath Lane and Oshkosh Avenue. Applicable Ordinance Provisions: Street dedication criteria is located in Section 30-441 of the City's Subdivision Regulations. Property Location and Background Information: The subject site consists of a single parcel located on the east side of N. Koeller Street,north of Oshkosh Avenue and south of Rath Lane. The site is a vacant lot with a Corporate Business Park zoning designation with Planned Development Overlay. In December of 2018, the Common Council approved the official mapping of an additional ten feet on both sides of N. Koeller Street, increasing the total width to 80 feet. The official mapping action prevented inadvertent development in the mapped area and setback area until the dedication could occur. On August 13, 2019, the Common Council approved the acceptance of the 10-foot widening on the west side of N. Koeller Street. The surrounding area consists of mostly low density mixed uses including single family and commercial along Oshkosh Avenue,with Lakeshore Park and the Oshkosh Corporation Headquarters to the north currently under construction. Corporate Business Park with Planned West Former Automobile Service Facility Development Overlay(CBP-PD) Page 1 Comprehensive Plan Land Use Recommendation Land Use 2040 Land Use Recommendation Interstate Commercial ANALYSIS This request is the result of a recommendation that was made as part of a Traffic Impact Analysis (TIA) that was conducted in anticipation of the Oshkosh Global Headquarters being built and private properties along Oshkosh Avenue being redeveloped. The TIA includes detailed recommendations on how the intersections and corridors should be constructed in order for them to function properly with the increased traffic volume. The purpose of the right-of-way dedication is to expand the N. Koeller Street right-of-way in order to reserve area for construction of an additional traffic lane should the need arise. As development occurs on the privately owned parcels to the east and/or if Oshkosh Corporation expands its headquarters, construction of an additional lane could handle the increased traffic volume. A similar right-of-way dedication was recently approved on the west side of N. Koeller Street to allow construction of a dedicated turn lane for southbound traffic on N. Koeller Street going west at the roundabout. This dedicated turn lane is needed as the majority (over 80%) of Oshkosh Corporation employees come and go from Interstate 41, N. Koeller Street or State Highway 21. Adding a dedicated turn lane heading west will assist in moving the majority of Oshkosh Corporation employees westward through the roundabout quicker. The Comprehensive Plan recommends the subject site suitable for interstate commercial development. Staff is of the opinion that the proposed dedication is consistent with the Plari s recommendation and findings of the Traffic Impact Analysis as it will provide for improved traffic flow for future commercial uses in the area. RECOMMENDATION/CONDITIONS Staff recommends approval of the right-of-way dedication for the widening of N. Koeller Street as proposed.
