HomeMy WebLinkAboutGull Situation Downtown Oshkosh Gull situation Downtown Oshkosh The Herring gull is a protected species and ideally the plan is to encourage them to relocate prior to starting nesting. Historically the City worked with AT&T and the DNR to encourage them to leave the AT&T roof. It was a long trial and error and expensive process. Why is this an issue? • It is a beautification issue • It is a customer service issue as we have received complaints from customers regarding the dirty sidewalks and feces on cars • Health issue as they attack people who service items on roofs during nesting Current status: • Discussed with Jon Urban, City Oshkosh for his participation with the AT&T building and he is willing to assist as needed but recommended the DNR • Discussed issues with Mike Jones, DNR Waupun, who would be our point person in assisting with permits, suggestions and timing of gull prevention as well as being a strong resource • Must be an all or nothing venture or the problem will not resolve • Be aware that the gulls will simply relocate and the possibility of their return is a possibility • There are several buildings in the BID that have explored a variety of devices but the gulls remain • According to Mike Jones, one needs to change out the tools used for discouraging as the gulls will get used to them and they will no longer be effective • Once the nesting process has begun, options decrease for relocation. Ideal time is last 2 weeks of March to 15t week of April • Only DNR can remove nest and eggs but if they do not nest, the likely hood of them moving is better • Gulls become very territorial with their nest and offspring and can attack if they feel threatened Current Status: Mike Jones is checking with supervisor to see if the BID district can be considered "an area" and that they could issue 1 permit vs every property owner needing a permit. Also checking if they can actively be involved with the discouragement in nesting. There would be a cost to their involvement. Mike and/or his supervisor has been invited to a BID meeting
