Main St. Demolition oty of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director .0414 DATE: September 4, 2019 SUBJECT: Professional Service Agreement with AECOM for 700 Block of South Main Street Demolition; Pioneer Drive to South Main Street$62,000 BACKGROUND In order to prepare the entire area on the east side of South Main Street owned by the RDA, from Pioneer Drive to 8th Avenue, including 43 E. 7th Avenue, the former railroad property, the former Decades' parcel along Pioneer Drive, and the former bowling alley and pro-shop,bid specs must be prepared to bid out the project. This area is part of the Sawdust District that developers have expressed interest in. However, until the buildings are demolished and the entire area is in a development ready state, it has been difficult for the RDA to offer the site for redevelopment. During the past several years, AECOM performed the required Phase I's on these properties prior to acquisitions. Earlier this year, AECOM was authorized to update the Phase I's on all the above noted properties for a successful grant application. Based on their knowledge of the Sawdust District and the parcels in question, staff requested a proposal from AECOM to prepare bid specs, document demolition and appropriate permits and communication with regulatory agencies. The RDA applied for and received a site assessment grant (SAG) from WEDC to assist with environmental testing/remediation activities once the building and foundations are demolished at 43 East 7th Avenue. This work must be completed by summer of 2020. Therefore the need to bid out the project now and package it with adjacent properties owned by the RDA. Page 2 ANALYSIS AECOM's fees are based on an hourly contract, not to exceed $62,000. Specific elements of the services to be performed for the project are: • Water Resources Application for Project Permits • Preparation of Demolition Bidding • Demolition Documentation FISCAL IMPACT The cost of these professional services will be paid out of TIF #20 funds that the City had set aside for environmental remediation in the 2019 CIP. The SAG grant funds can only be used for environmental testing, and demolition related activities at 43 E. 7th Avenue. Preparation of bid specs is not an eligible SAG grant cost. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature including environmental remediation services, may be procured without the use of competitive bidding or quotation process. In accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this environmental remediation agreement in the amount of$62,000.
