PURPOSE: APPROVE ORDINANCE PERMITTING APPOINTMENT OF NON-
VOTING YOUTH MEMBERS TO CITY BOARDS AND
COMMISSIONS
INITIATED BY: CITY COUNCIL
A GENERAL ORDINANCE CREATING SECTION 2-36(M) OF THE OSHKOSH
MUNICIPAL CODE PERTAINING TO THE APPOINTMENT OF NON-VOTING YOUTH
MEMBERS TO CITY BOARDS AND COMMISSIONS.
WHEREAS, the Common Council of the City of Oshkosh finds that the appointment
of youth to serve on the City's Boards and Commissions promotes education about boards
and commissions and increases involvement in local government and provides local
government a youthful perspective on various issues; and
WHEREAS, State statutes allow the City to alter the membership of boards and
commissions with limited exceptions.
NOW, THEREFORE, THE COMMON COUNCIL OF THE CITY OF OSHKOSH do
ordain as follows:
SECTION 1. That Section 2-36(M) of the Oshkosh Municipal Code pertaining to the
appointment of non-voting youth members for the City's Boards and Commissions is
hereby created to read as follows:
(M) The Mayor, subject to Council approval, may appoint up to two youth members,
defined as persons between the ages of 15-19,to any board or commission except the Police
and Fire Commission,the Library Board or as otherwise may be prohibited by law. Without
regard to the length of term for other members of the board or commission, the term for
each youth member shall be one (1)year, or such other term no longer than one (1)year, as
may be specified within the appointing Resolution (ex. an appointment for a semester or
school year). Youth members shall not be entitled to vote on matters but may participate
in the discussion of legislative matters before the board or commission in the same manner
as other board or commission members, but may not participate as a member of the board
or commission in quasi-judicial matters that may come before the board or commission.

SECTION 3. This ordinance shall be in full force and effect from and after its
passage, and publication.
SECTION 4. Publication Notice. Please take notice that on September 10, 2019 the
City of Oshkosh enacted ordinance #19-511 APPROVE ORDINANCE PERMITTING
APPOINTMENT OF NON-VOTING YOUTH MEMBERS TO CITY BOARDS AND
COMMISSIONS (A GENERAL ORDINANCE CREATING SECTION 2-36(M) OF THE
OSHKOSH MUNICIPAL CODE PERTAINING TO THE APPOINTMENT OF NON-
VOTING YOUTH MEMBERS TO CITY BOARDS AND COMMISSIONS). This ordinance
creates a general ordinance allowing the Mayor, subject to Council approval, to appoint
up to two persons age 15-19 to any board or commission except the Library and Police
and Fire Commission for a one year or other term such as a semester or school year.
Youth members will be non-voting members but may participate in the discussion of
legislative matters that come before the board or commission in the same manner as
regularly appointed board and commission members. The ordinance permits but does
not require the appointment of youth members.

RE: Approve Ordinance Permitting Appointment of Non-Voting Youth Members to
City Boards and Commissions
BACKGROUND
Council has explored various options to engage youth in local government including the option
to appoint non-voting members to various city boards and commissions. The Police and Fire
Commission and Library Board have strict statutory requirements that do not permit the
appointment of additional members however the appointment of non-voting youth members
would be permissible on other boards and commissions. The appointment of youth members
would promote education about and involvement in the City's boards and commissions as well
in local government and civic service generally.
ANALYSIS
The proposed ordinance creates a general ordinance allowing the Mayor, subject to Council
approval to appoint up to two(2)non-voting youth members to any board or commission except
as otherwise prohibited by statute. Youth members would serve a one year term except as the
appointing resolution may otherwise indicate, for example an appointment for a school
semester. Youth members would be permitted to participate in the discussion of legislative
matters coming before boards and commissions in the same manner as members of the board
or commission.
FISCAL IMPACT
There is no anticipated fiscal impact to the proposed ordinance change.
