PURPOSE: MODIFY PARKING REGULATIONS ON KNAPP STREET
INITIATED BY: TRAFFIC AND PARKING ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
Knapp Street
Add Thereto: No parking, both sides, from West 51h Avenue to 26
feet south.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice.
Please take notice that the City of Oshkosh enacted ordinance #19-510 (A GENERAL
ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE
OSHKOSH MUNICIPAL CODE PERTAINING PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS)on September 10,2019. This ordinance modifies
parking regulations on Knapp Street.

RE: Modify Parking Regulations on Knapp Street
BACKGROUND
The Sacred Heart Neighborhood Association and East Central Wisconsin Regional Planning
Commission conducted a pop-up test to evaluate possible safety improvements at the
intersection of Knapp Street and 5th Avenue. This is a crosswalk used by elementary students
and parish patrons. As a result the neighborhood association and parish requested some
parking be removed by the crosswalk to improve visibility of pedestrians and traffic.
The Traffic and Parking Advisory Board recommends approval. (5-0)
ANALYSIS
State statute already prohibits parking 15 feet from a marked crosswalk. Parked vehicles make
it difficult for motorists to see pedestrians approaching the crosswalk, as well as forcing the
pedestrian to go out closer to moving traffic in order to see around these vehicles. This area
does get heavily parked on occasion however; there is still ample parking available and a small
parking restriction is warranted.
FISCAL IMPACT
The fiscal impact of these ordinances is the cost of signage. The signage cost would come out of the
Sign Department operational budget.
RECOMMENDATION
I recommend that the Common Council approve these modifications to Section 27A-11 of the
Municipal Code pertaining to parking regulations on designated streets and alleys.
