ITEM I: ACCESS CONTROL VARIANCE FOR FOUR DRIVEWAY ENTRANCES AT
895 W. 20TH AVENUE
GENERAL INFORMATION

Action Requested:
The petitioner is requesting an access control variance to increase the number of permitted access
drives on a local street from two to four.
Applicable Ordinance Provisions:
The Access Control Ordinance, Section 25-104.1(I) of the Municipal Code.
Property Location and Background Information:
The subject site is located at the southeast corner of W. 201h Avenue and Knapp Street. The subject
site is part of the Winnebago County Airport parcel and includes an approximately 31,000 sq. ft.
building and associated parking area used by CR Meyer. The surrounding area consists of a
mixture of commercial and residential uses to the north, US Post Office to the west and airport
land to the south and east.

ANALYSIS
The applicant has submitted plans to reconstruct the parking lot in the same footprint as it
currently exists. The parking lot currently has four driveway accesses from Knapp St. and the
applicant is proposing to retain all four accesses. An access control variance is required as the

City's Access Control Ordinance allows a maximum of two (2) driveway approaches on local
streets per property.
According to the applicant, all four accesses from Knapp Street are needed. The north parking lot
functions as the primary exit from the north parking lot as it provides safe access to W. 201h
Avenue. The second and third driveways to the south are needed for both deliveries and access
to the dumpsters. Specifically, the second access is used for access to the overhead delivery door
and trash/recycling pick up enters through the second driveway and exits through the third
driveway. The fourth driveway to the south is needed for access to the southernmost parking
area.
Staff does not have concerns with the increased number of access drives as this is a direct
replacement of what is existing and will not negatively affect traffic circulation within and around
the site. The Department of Public Works has reviewed the proposal and noted that they support
the variance provided the parking lot configuration and use warrant the need for all existing
access points to remain per the site's current operation practices.
RECOMMENDATION/CONDITIONS
Staff recommends approval of access control variance to increase the number of permitted access
drives from two to four.

Narrative:
We are proposing parking lot maintenance to include reconstruction of the pavement.
There is no change proposed as part of this project regarding parking lot layout, use, or accesses.
The current parking lot layout and access locations have been in use since 1995. The access locations
and parking lot layout is the most efficient use of space. Traffic on Knapp Street south of 201h Ave is very
light. Traffic in and out of our parking lot and access drives is very light. No traffic conflicts have been
noted due to the current number or location of accesses.
Neighboring uses include: the US Post Office to the west; Oshkosh Fire Department to the south; and
Wittman Airport to the South and East.
CR Meyer requirements for the four entrances off Knapp St, starting from the North:
The north parking lot access is a primary exit location from the north parking lot. This allows traffic to
exit the lot and then safely access 20th Ave using the traffic signal. This access is extremely valuable
considering the high volume of traffic on 20th Ave.
The second access is for deliveries. There are times when semis deliver to this door. This access also
serves for recycle dumpster pickup—after the dumpster is dumped, this truck proceeds out the third
access.
The third access is for south parking lot access and for trash dumpster pickup-after the dumpster is
dumped, this truck proceeds out the second access.
The fourth access is for parking lot access.
All accesses are valuable to provide adequate access and traffic flow to the parking areas. The third and
fourth accesses are essentially the two means of accessing the south parking lot.
There are times where we find a mail semi blocking an entrance, if accesses were further restricted it
may lead to situations where our south parking lot is inaccessible. For every day operations, all four
accesses are required.
