RE: Professional Services Agreement for Sawyer Creek Floodplain Mapping
Assistance/ Strand Associates, Inc. (Strand) ($35,000)
Engineering Division staff requested a proposal from Strand for providing floodplain mapping
assistance for Sawyer Creek. Strand had previously prepared an update to the Storm Water
Management Plan (SWMP) for Sawyer Creek and assisted the City with the submittal of the
physical map revision to the Federal Emergency Management Agency(FEMA)and the Wisconsin
Department of Natural Resources.
The proposed services to be provided include: identifying parcels adversely impacted by the
FEMA floodplain map shift along with parcels that are adversely impacted by the new FEMA
mapping, providing a topographic survey of the lowest adjacent grade to structure on up to one
hundred (100)parcels, identifying the base flood elevation of Sawyer Creek at up to one hundred
(100) locations, providing the latitude and longitude of the most upstream edge of up to one
hundred (100) structures, providing a map of impacted parcels on the current flood insurance
rate map, preparing a draft FEMA MT-1 form for the structures identified, attending one (1)
review meeting with the City to review the draft FEMA MT-1 form, and submitting the final MT-
1 form to FEMA.
Engineering staff reviewed the proposal and finds the cost reasonable for the scope of services to
be provided. Strand was chosen due to their significant experience within the Sawyer Creek
watershed. This experience includes preparing the original SWMP for the Sawyer Creek
watershed, preparing updates to the Sawyer Creek SWMP, and designing and providing
construction-related services for projects within the Sawyer Creek watershed, including the
James Road Area Detention Basin, Westfield Street Bridge Reconstruction, and the Sawyer Creek
dredging project.
The proposed fee is not to exceed $35,000. Funding for these services is are included in the Storm
Water section of the 2017 Capital Improvement Program.

Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. In accordance with Section 12-16 of the Code, I am hereby submitting this report
regarding this professional services agreement.

Sawyer Creek Flood Plain Mapping Assistance
Dear Mr. Gierach:
This Proposal presents Strand Associates, Inc.®'s (Consultant) anticipated Scope of Services and
associated Compensation for providing construction-related engineering services to the City of Oshkosh
(City)for the Sawyer Creek flood plain mapping.
Scope of Services
Proposed services can be described as follows.
1. Identify the parcels adversely impacted by the Federal Emergency Management Agency
(FEMA) flood plain line shift along with the parcels adversely impacted by the new FEMA
mapping. Up to 100 parcels are anticipated to be impacted.
2. Provide topographic survey of the lowest adjacent grade to structure on up to 100 parcels.
3. Identify the base flood elevation of Sawyer Creek at up to 100 locations.
4. Provide the latitude and longitude of the most upstream edge of up to 100 structures.
5. Provide map of impacted parcels on the current flood insurance rate map(FIRM) panel(s).
6. Prepare a draft FEMA MT-1 form for the structures identified, and submit to City for review.
7. Attend one review meeting with City to review FEMA MT-1 Form, and incorporate comments
as appropriate into the final draft.
8. Submit the final MT-I form to FEMA for possible determination that the structures can be
removed from the flood plain.
Compensation
City shall compensate Consultant for Services on an hourly rate basis an estimated fee of$35,000 in
accordance with the hourly rate table below.

Schedule
Services will begin upon execution of an agreement prepared by City, which is anticipated the week of
August 26, 2019. Services are scheduled for completion on December 31, 2019.
City's Responsibilities
1. Assist Strand by placing at Strand's disposal all available information pertinent to this project
including previous reports, previous drawings and specifications, and any other data relative to
the scope of this project.
2. Provide access to the site(s)as required for Strand to perform Services under this Proposal.
3. Guarantee access to and make all provisions for Strand to enter upon public and private lands as
required for Strand to perform Services under this Proposal.
4. Examine all reports, sketches, estimates, special provisions, drawings, and other documents
presented by Strand and render, in writing,decisions pertaining thereto within a reasonable time
so as not to delay Strand's performance.
5. Provide street address and legal descriptions for up to 100 parcels.
6. Provide a copy of the subdivision plat map with recordation data and stamp of the recorder's
office for the parcels identified, or copy of the property deed with recordation data and stamp of
the recorder's office, accompanied by a tax assessor's map or other certified map showing
surveyed locations of the property relative to locate streets and watercourses. The map shall
include at least one street intersection that is shown on the FIRM panel.
7. Pay all permit and plan review fees payable to regulatory agencies.
