FOR SANITARY MANHOLE REHABILITATION / INFLOW/INFILTRATION REDUCTION PROGRAM ($294,427.30) INITIATED BY: PUBLIC WORKS DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for Sanitary Manhole Rehabilitation/Inflow/Infiltration Reduction Program; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: WOOD SEWER & EXCAVATING, INC. No. 0315-0410-7480-00000 Street Improvement Fund Expenditures 0321-0410-6801-04911 Contract Control Fund - Streets 0321-0410-6802-04911 Contract Control Fund - Sanitary Sewer City of W Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Justin Gierach, Engineering Division Manager/City Engineer DATE: August 22, 2019 RE: Award Bid for Public Works Contract No. 19-11 Sanitary Manhole Rehabilitation/ Inflow/Infiltration Reduction Program Wood Sewer& Excavating, Inc. / ($294,427.30) BACKGROUND The purpose of this project is to repair and upgrade existing sanitary sewer manholes to reduce the amount of inflow and infiltration entering the sanitary sewer system. Engineering staff have previously inspected sanitary manholes to identify any defects. This contract will perform necessary repairs to approximately 75 of the approximately 5,800 public sanitary sewer manholes. This work will begin in the fall of 2019 and be completed by the spring of 2020. Upon completion of this project, approximately 1,600 manholes will have been rehabilitated since 2010. ANALYSIS Engineering staff reviewed two (2) bids. The low bid was received from Wood Sewer & Excavating, Inc. of New London, Wisconsin. Following is a summary of the available funds and the estimated total construction cost, including ancillary costs such as engineering fees, landfill tipping fees, construction materials testing fees, and other construction-related expenses. This contract only uses a portion of the allocated funds in the CIP. Other projects are also funded from this source, including emergency sanitary sewer repairs.
