The Winnebago County Highway Department inspects all bridges within the City of Oshkosh on a bi-annual basis in accordance with Wisconsin Department of Transportation (WDOT) requirements. Those reports are submitted to the WDOT upon completion. As a result of the inspection completed in late 2016, the WDOT required that the West Waukau Avenue Bridge over Gallups/Merritts Creek be weight restricted to twenty(20) tons. This restriction was immediately communicated to Oshkosh Corporation, the largest nearby company impacted by the restriction. The City hired Strand Associates, Inc. to complete a design of a new bridge crossing at this location. ANALYSIS Engineering staff reviewed two (2) bids. The bid documents contained an alternate for the realignment of Gallups-Merritts Creek north of the new culverts. The realignment will offer a more stabilized bank, as well as a more natural flow path through the bridges on West Waukau Avenue and Oregon Street. After review of the alternatives, it is recommended to award Alternate No. 1 with the base bid. Following is a summary of the available funds and the estimated total construction cost, including ancillary costs such as engineering fees, landfill tipping fees, construction materials testing fees, and other construction-related expenses.
