HomeMy WebLinkAbout07. 19-474 AUGUST 27, 2019 19-474 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE APPLICATION FOR EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) FOR POLICE DEPARTMENT ($14,670.00) INITIATED BY: OSHKOSH POLICE DEPARTMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City Officials are hereby authorized to submit an application for a grant from the U.S. Department of Justice for the Edward Byrne Memorial Justice Assistance Grant to purchase equipment for the Oshkosh Police Department and the Winnebago County Sheriff's Office. Smith, Chief of Police DATE: August 27, 2019 RE: Authorize Application for the Edward Byrne Memorial Justice Assistance Grant (JAG) for the Police Department BACKGROUND The Oshkosh Police Department has been notified that we are eligible to receive a federal grant through the Edward Byrne Memorial Justice Assistance Grant (JAG) program. Program guidelines require that the application be available for review by the governing body of the unit of local government prior to submitting the application to the Bureau of Justice Assistance. Grant fund eligibility to local governments and allocation amounts are determined by a formula based on the share of total violent crime reported within the state, and the City of Oshkosh, as indicated in the annual Uniform Crime Report (UCR) that we are required to submit monthly. The grant can be used to purchase equipment needed to support public safety services and operations. The JAG grant application deadline is August 23rd, 2019. The eligible allocation to the City of Oshkosh under the 2019 Edward Byrne Memorial JAG Grant is $14,670 The Oshkosh Police Department is the only eligible law enforcement agency in Winnebago County to receive the grant, which creates a disparate allocation of funds requiring a Memorandum of Understanding (MOU) to be signed with Winnebago County officials indicating how the grant will be utilized. However,because both our agencies have operational needs, this grant will be shared with the Winnebago County Sheriff's Office. The City of Oshkosh will act as the fiscal agent for this grant, and the grant will be administered by the Oshkosh Police Department. ANALYSIS The Oshkosh Police Department reviewed its equipment needs that support its operational priorities. The current portable radios used by officers were purchased in 2012 and 2013. The department has been doing its best to maintain the radios to extend the life of its batteries. Due to budgetary constraints, the department has only been able to replace batteries that are completely inoperable. The lifespan given The Mission of the Oshkosh Police Department is to promote public safety and to enhance the quality of life in our community through innovative policing and community partnerships on each battery is estimated to be 4 years and majority of the batteries have been in use longer than 4 years. The Oshkosh Police Department intends to purchase the following with the grant funds: • 50 replacement batteries for the APX7000 radios • 20 replacement batteries for the APX6000 radios This will allow the department to replace all the batteries in the APX7000 radios, which are older, and 20 of the batteries in the APX6000 radios, which have outlived its lifespan estimate as well, by September 2020. The total cost of this project would be$8,730. To comply with the grant application requirements, the department will set aside 3% ($440) of its allocated funding towards its NIBRS transition, which is currently in progress, pending certification from the BJIA (estimated to be received in 2019). Due to the 3% set aside requirement, the department's battery replacement plan will be implemented over the course of the 1st quarter to 3rd quarter of 2020, pending funding availability. The Winnebago County Sheriff's Office intends to purchase seven HyperFire 2 License Plate Capture Systems. The cameras will allow for better quality and surveillance within the county to monitor traffic and/or speed concerns. The total cost of the Winnebago County Sheriff's Office items is $5,500. FISCAL IMPACT There will be no impact to the Oshkosh Police Department budget. RECOMMENDATION If approved, we intend to accept the grant funds as allocated and purchase the equipment indicated in this memo within the established grant timelines.
