HomeMy WebLinkAbout19-471 AUGUST 21, 2019 19-471 RESOLUTION (CARRIED 5-0 LOST LAID OVER WITHDRAWN ) PURPOSE: CREATE AD HOC COMMITTEE TO REVIEW ALTERNATIVES TO SPECIAL ASSESSMENTS FOR FUNDING ROAD AND SIDEWALK CONSTRUCTION INITIATED BY: CITY COUNCIL WHEREAS,the Common Council recognizes the need to study potential alternatives to special assessments for funding road and sidewalk construction within the City of Oshkosh. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that an ad hoc committee is hereby created for the following purposes: A. Provide the Common Council with recommendations to provide relief to property owners who are subject to special assessments to pay for a portion of funding road and sidewalk construction, generally consisting of the City's concrete and asphalt paving programs; curb, gutter and driveway apron replacement; and the City's sidewalk construction and re-construction programs. B. Review funding alternatives to special assessments. Provide analysis and recommendations to Council on various funding alternatives. C. Provide observations to Council on various challenges related to implementing the recommended options. D. The committee shall study this issue and provide a final recommendation to the Council on or before December 15, 2019, unless extended by the Council. It is the intention of the Council that the committee shall represent a broad range of stakeholders and interests within the City and be comprised of members generally representing the following categories and subcategories, if possible: Government/Non-Profit/Institutional Educational (UWO, OASD, FVTC) State Government Churches Other non-profit AUGUST 21, 2019 19-471 RESOLUTION CONT'D Business Local Retail Large Commercial Real Estate/Commercial Rental Industrial Residential Multi-family owner Single family owners Council Member Long Range Finance Committee Member The final membership number and composition shall be determined upon the appointment of members by the Mayor subject to approval by the Common Council. Non-residents may be considered for membership,but shall not constitute more than 25% of the committee's membership. Non-resident members shall have some ownership interest in Oshkosh properties normally subject to special assessments, or be an employee of a business or organization with an ownership interest. The City Manager is hereby authorized to assign such staff to assist the committee with their responsibilities as the City Manager may determine necessary and/or convenient.
